Here, the Secretary of Hanoi cited Resolution No. 15 of the Politburo, which set out the key task of developing the capital's culture to match its thousand-year-old tradition; building Hanoi into a true center of convergence and cultural crystallization of the whole country, becoming a new development resource for the capital.
At the same time, the Hanoi Party Committee also issued Resolution No. 09 on "Developing cultural industry in the capital for the period 2021-2025, orientation to 2030, vision to 2045"; prioritizing investment resources for 3 key areas, including restoration and embellishment of historical and cultural relics to attract tourism and create sustainable revenue.

In the process of implementing the above policies and tasks, the Hanoi Secretary noted that it is necessary to act decisively but calmly consider to ensure implementation in the right direction, effectively, and with the desired quality.
In particular, tasks in the cultural field must be organized harmoniously, with each step being sure and appropriate, to both promote effectiveness and preserve original values and inherent ancient and traditional beauty.
Giving an example of managing the space around Hoan Kiem Lake, Secretary of the City Party Committee Dinh Tien Dung suggested that city agencies should only organize unique cultural activities in this area.
"Currently, in the Hoan Kiem Lake area, there are many cultural activities taking place in a messy, unsightly, and inappropriate manner; they need to be urgently reviewed, reconstructed, and organized to be appropriate and proportionate," said the Hanoi Secretary.

According to Mr. Dung, organizing trade fairs or similar events should be arranged in other more suitable locations such as in Hai Ba Trung, Hoang Mai, Nam Tu Liem (My Dinh area) districts....
At the same time, the Hanoi Secretary suggested that before organizing events in the area around Hoan Kiem Lake, licensing agencies need to discuss with the Party Committee and authorities of Hoan Kiem District, the direct focal point in charge of the area, to ensure consistency and unity.
Hoan Kiem District needs to take the lead in coordinating with city agencies to soon develop criteria and standards for events taking place in the area; in which, it is necessary to specify the form, content of the event, scale, nature... to preserve and promote the elegant, graceful, and sacred beauty of this important central space.

Appreciating the opening of the art exhibition at Hang Dau water tower, which attracted nearly 3,000 visitors per day, the head of the Hanoi Party Committee suggested studying decentralization and authorization to create conditions for districts to proactively manage and implement in accordance with the city's policies.
Emphasizing the role and importance of preserving and conserving historical and cultural relics, Mr. Dung noted that along with Hoan Kiem Lake, Hanoi also has many cultural spaces of important significance associated with relics and typical large lakes.
In particular, West Lake needs to be strengthened by city agencies, Party committees, and local authorities to strictly handle violations to ensure security and order, urban beauty, environmental sanitation, etc. to create attractive destinations, clearly demonstrating the "civilized, modern" characteristics of the capital.
"Only then can the city implement the Resolutions of the Central and City Party Committees on the cultural field, aiming to develop the cultural industry in the most effective and sustainable way," according to the Secretary of Hanoi.
