According to the report of Hai Phong Social Insurance, the latest updated data up to the end of October, the whole city had 36,421 people participating in voluntary social insurance, reaching 89.93% compared to the Vietnam Social Insurance plan, an increase of 128 people (0.35%) compared to September 2024; an increase of 1,588 people compared to December 2023 and an increase of 10,472 people compared to the same period.
To achieve the goal of increasing 4,335 voluntary social insurance participants by the end of 2024, the unit proactively implemented many solutions.

Through the program of inviting cooperatives to be authorized partners to collect insurance premiums, Hai Phong Social Insurance signed a cooperation agreement with the City Cooperative Union to develop insurance participants.
Specifically, the Social Insurance agency will coordinate to disseminate and popularize the law on social insurance and health insurance; regularly organize communication conferences on insurance policies and disseminate the conditions for signing contracts authorizing the collection of insurance premiums; review and compile a list of cooperatives and employees in cooperatives; organize training conferences for fee collectors; coordinate in advising and proposing social insurance and health insurance mechanisms and policies for the collective economic sector and cooperatives.
In addition, Hai Phong Social Insurance has also implemented many solutions to further improve the activities of collection service organizations; actively working directly with service organizations in the area, requiring drastic implementation of propaganda and mobilization solutions to ensure new increases as well as actively mobilizing people to continue participating, minimizing the number of people who stop paying.
Every month, the Social Insurance of districts and towns synthesizes and evaluates the implementation results and notifies each collection service organization, promptly providing solutions to ensure collection progress. Regularly urge collection staff to notify participants of the deadline to promptly pay voluntary social insurance and family health insurance to ensure that the participants' process is not interrupted. Focus on organizing customer conferences, strengthening small-group propaganda and going to each household to directly mobilize 1-1...
Mr. Mac Thanh Giang - Deputy Director of Hai Phong Social Insurance - said that he has requested units to review and sign a 3-party coordination program to develop voluntary social insurance and family health insurance participants; including: collection service organizations, district-level social insurance agencies, and commune-level People's Committees; ensuring that 100% of communes, wards, and towns with collection points must sign a coordination program.
Along with that, expand collection points, collection staff, collaborators, in which, pay attention to prestigious people in villages and residential groups such as Head of Residential Group, Party Cell Secretary, Head of Associations, population officers, medical officers... to expand the scope of activities in the area.
