Hai Phong Social Insurance: Ensure 100% of communes and wards have voluntary social insurance and health insurance fee collection points

According to information from Hai Phong Social Insurance, by the end of September 2024, the number of people participating in compulsory social insurance was 495,856 people, reaching 93.79% of the assigned plan, an increase of 8,329 people compared to December 2023 and an increase of 27,903 people compared to the same period.

The number of voluntary social insurance participants in the area is 36,520 people, reaching 72.84% of the plan assigned by Vietnam Social Security, an increase of 1,687 people compared to December 2023 and an increase of 10,595 people compared to the same period.

The number of people participating in health insurance is over 1.96 million people, reaching 98.96% of the plan assigned by Vietnam Social Security, an increase of 15,806 people compared to December 2023 and an increase of 47,793 people compared to the same period, accounting for 93.42% of the city's population participating in health insurance.

According to the assigned plan, from now until the end of 2024, Hai Phong Social Insurance must develop nearly 33,000 people to participate in compulsory social insurance, nearly 4,000 people to participate in voluntary social insurance and more than 20,000 people to participate in health insurance.

Mr. Mac Thanh Giang - Deputy Director of Hai Phong City Social Insurance worked directly with representatives of collection service organizations.

To achieve the plan, recently, Hai Phong Social Insurance held a working conference with collection service organizations, requesting to strengthen solutions to increase the number of participants in voluntary social insurance and family health insurance.

At the conference, Hai Phong Social Insurance and district units focused on evaluating the results of organizing the implementation of the participant development scenario and the implementation results of the collection service organizations; discussing and grasping the reasons for the decrease in the number of participants at units, enterprises and collection service organizations; promptly correcting limitations and shortcomings due to subjective causes while removing difficulties and obstacles, clearly defining responsibilities and proposing specific solutions in the coming time.

Mr. Mac Thanh Giang - Deputy Director of Hai Phong City Social Insurance - said that the city's Social Insurance has reviewed the coordination process and made specific requests to the professional departments and district and county Social Insurance to ensure an increase in the number of participants in voluntary social insurance and family health insurance.

“We request to review and implement a three-party coordination program to develop voluntary social insurance and family health insurance participants; including: collection service organizations, district-level social insurance agencies, and commune-level People's Committees; ensuring that 100% of communes, wards, and towns with collection points have signed a coordination program and must be completed before October 20, 2024,” Mr. Giang affirmed.

Accordingly, Hai Phong Social Insurance requires collection service organizations to immediately rectify existing limitations in the implementation of the collection process, maintaining and developing participants. Strengthen the monitoring, inspection, supervision and urging of collection points and collection staff, especially collection points and collection staff that do not ensure the assigned targets on maintaining and developing participants.

Also at the conference, the leaders of Hai Phong Social Insurance proposed to expand the collection points, the collection staff, and collaborators, in which, attention should be paid to prestigious people in villages and residential groups such as Heads of Residential Groups, Party Cell Secretaries, Heads of Associations, Population Officers, Medical Officers , etc.

Hai Phong Social Insurance has also just sent an invitation letter to cooperatives to sign authorization contracts to collect and develop voluntary social insurance and self-paid health insurance participants in the city.
