ANTD.VN - Despite speeding up the VAT refund process in recent days, in the first 7 months of 2023, the tax authority has only refunded 71,825 billion VND, equal to 39% of the VAT refund budget for 2023 approved by the National Assembly.

The General Department of Taxation said that it has directed tax authorities at all levels to speed up the process of handling value-added tax (VAT) refunds, while strengthening control of VAT refunds to ensure strict refunds in accordance with the law.

In the first 7 months of 2023, the tax authority issued 9,990 decisions corresponding to the refunded tax of VND 71,825 billion, equal to 39% of the VAT refund budget for 2023 approved by the National Assembly and equal to 85% of the same period in 2022.

Previously, the slow VAT refund situation in the first months of the year had heated up public opinion. Many businesses, especially wood processing and exporting businesses, were upset and said that the tax authorities' request to trace forest growers, leading to slow tax refunds, had caused businesses to lack capital to manage and support workers in the context of scarce orders.

Regarding this issue, the Government and the Prime Minister have repeatedly directed the Ministry of Finance to inspect, evaluate, and urge the General Department of Taxation to speed up the refund of value-added tax to businesses.

Many tax refund applications have been cleared after the Prime Minister's direction.

The General Department of Taxation then directed the Tax Departments, requesting tax authorities at all levels to be responsible for allocating sufficient resources to promptly complete the tax refund inspection of tax refund applications, ensuring that tax refund applications of taxpayers are processed within the prescribed time limit, to the correct subjects and cases eligible for tax refunds, and not to let them linger for a long time, causing frustration for taxpayers.

The General Department of Taxation has also established a Working Group to work with tax authorities on VAT refund settlement; organized dialogues with businesses having problems with tax refund dossiers... Thanks to that, the tax refund progress has been accelerated in the past 2 months.

Regarding inspection and examination work, the General Department of Taxation said that by the end of July 2023, the entire Tax sector had conducted 32,711 inspections and examinations, reaching 40.8% of the 2023 plan and equal to 96.5% compared to the same period in 2022; 335,655 tax declarations were inspected at tax authorities, equal to 93.7% compared to the same period in 2022.

The total amount of money proposed for handling through inspection and examination is 32,866.2 billion VND, equal to 151.7% compared to the same period in 2022.

Regarding the budget revenue situation, the General Department of Taxation said that the total state budget revenue in July 2023 managed by the Tax authority is estimated at VND 118,200 billion, equal to 90.5% over the same period.

Of which, revenue from crude oil is estimated at VND 4,800 billion, equal to 54.1% over the same period; domestic revenue is estimated at VND 113,400 billion, equal to 93.1% over the same period.

Total accumulated state budget revenue in the first 7 months of 2023 managed by the Tax authority is estimated at VND 868,624 billion, equal to 63.3% of the ordinance estimate, equal to 94.5% over the same period.

Of which, revenue from crude oil is estimated at VND35,977 billion, equal to 85.7% of the estimate, equal to 80.2% over the same period; domestic revenue is estimated at VND832,647 billion, equal to 62.5% of the ordinance estimate, equal to 95.2% over the same period. Domestic tax and fee revenue is estimated at VND668,265 billion, equal to 62.5% of the ordinance estimate, equal to 98.7% over the same period.
