Seven popular models of effective social insurance law education

Vietnam Social Security has just issued Report No. 2112/BC-BHXH dated June 28, 2024 to the Ministry of Justice reporting the results of reviewing, evaluating and proposing effective models of legal dissemination and education of the Vietnam social security sector at the request of the Ministry of Justice.

Model 1 is popularizing and educating the law through livestreaming on social networks.

With this form, through direct interaction with viewers, social insurance agencies can grasp the psychology and desires of viewers to thereby improve the service quality of the industry, make recommendations, and perfect the policy mechanism on social insurance, health insurance, and voluntary insurance; at the same time, they can take advantage of the strength of social networks, which is the sharing and spreading of information quickly and widely to the majority of subjects; thereby strengthening people's trust in the humane social security policies of the Party and State.

Model 2 is popularizing and educating the law through the form of organizing small groups to directly propagate.

This is a flexible, effective, close-to-the-people implementation method, with direct access and specific advice according to the circumstances and characteristics of each person (age, contact time, economic capacity).

The dissemination of legal policies by the group with the motto of perseverance, "slow and steady wins the race, deep penetration, close consultation" has helped people understand and voluntarily participate in voluntary social insurance; effectively contributing to the development of voluntary social insurance participants of the Vietnam social insurance industry.

Model 3 is a contest to learn about legal policies on social insurance, health insurance, and voluntary insurance.

This is a highly effective form of communication. Through the online contest, participants proactively learn about legal knowledge related to the fields of health insurance and social insurance, contributing to raising awareness among young people, teenagers, students and pupils about the provisions of the law on social insurance, health insurance and voluntary insurance.

Through designing the contest questions, the social insurance agency grasps the opinions and thoughts of the subjects, thereby advising competent authorities and further improving the service quality of the industry in the direction of taking people and businesses as the center of service.

Model 4 is to open a column "One policy question a day" on social networks.

With this model, social insurance agencies can take advantage of the strengths of social networks, thereby providing concise and easy-to-understand information on social insurance, health insurance and voluntary insurance policies on issues that employees and employers do not yet fully understand; issues that are of public concern, and issues that need to orient public opinion.

Model 5 is popularizing and educating the law through “Media skits”.

The Social Insurance Agency cooperates with the Television Station to develop and produce media skits on social insurance policies, health insurance, voluntary insurance, etc.

This model, when broadcast, attracted a large number of viewers, received positive feedback from viewers, not only local people but also spread to other provinces and cities across the country and targeted many subjects such as: students, freelance workers, technology drivers, workers participating in compulsory social insurance, businesses...

Model 6 is the broadcasting of the Policy Stories Column in the radio program “The 9th Hour” of the Radio and Television Station.

This model helps listeners access information about social insurance and health insurance policies, thereby raising awareness and voluntary participation in social insurance and health insurance; helping propaganda, information, and consultation on social insurance, health insurance, and voluntary insurance policies reach more people at the lowest cost.

Model 7 is the “Social Security Bus” in the form of a television game show with participants being people who have and have not participated in voluntary social insurance and family health insurance following a predetermined itinerary.

On the bus, the game is organized by the host asking questions related to voluntary social insurance and family health insurance policies for people to answer.

Participating in the “Social Security Bus” helps people raise awareness of the Party and State’s viewpoints, guidelines and policies on social insurance and health insurance in the new situation. Thereby, persuading and mobilizing people to raise awareness, responsibility, proactively and actively participate in social insurance and health insurance, contributing to the cause of social security; creating opportunities to meet and talk with people about issues related to social insurance and health insurance, while promoting public awareness of the importance of participating in voluntary social insurance to ensure the future and life in old age.

The above models have been effectively applied by the Vietnam Social Insurance industry to provide necessary information on policies and laws on social insurance, health insurance, and voluntary insurance. Thereby, contributing to changing the legal awareness of the people, employees, and businesses, while further improving the service quality of the industry in the direction of taking people and businesses as the center of service.
