Regarding the unusual incident of providing cows to poor households in Dien Bien district, the district People's Committee recently issued a document guiding the method of retrieving provided breeding cows according to the community's retrieving proposal.
According to documents obtained by VietNamNet, on January 15, Mr. Ngo Xuan Chinh, Vice Chairman of Dien Bien District People's Committee signed document No. 72 to send to the People's Committees of communes and the district's Agricultural Service Center with the content: "Implementation method for cases where breeding cows of projects to support cow reproduction proposed by the community must be recovered".
The above document was issued based on the results of synthesis and review in a number of communes conducting self-inspection of quality and standards of breeding animals under the direction of the District People's Committee.
"There is a supplier that is recalling the breeding cows that have been handed over to the people (not in the case of exchanging the breeding cows) but has not notified the households about the reason for the recall and agreed on a plan to handle issues arising from the handover of the breeding cows to the households," stated document No. 72.
Specifically, according to VietNamNet's investigation, one day before document No. 72 was issued, on January 14, He Muong commune (Dien Bien district) organized the recall of about 180 breeding cows after they had been given to poor households. The reason for the recall was that the documents and origin of the breeding cows did not meet the regulations.
From the above reality, the district's guidance document requires the People's Committees of communes and the Agricultural Service Center to implement the following contents:
Organize a community meeting to implement the project, the supplier will inform, propagate and explain to the people the reason why the supplier has recalled the cows that have been handed over to the people. The recall must be stated in the meeting content. The agreed handling plan must be recorded in a report and signed by each household participating in the project, the supplier, and the project investor, then the supplier will be allowed to recall the cows.
Timely summarize and report difficulties and problems to the District People's Committee and departments (Department of Agriculture and Rural Development; Ethnic Minorities; Labor - Invalids and Social Affairs) for direction and resolution according to regulations.
At the end of 2023, Dien Bien district, Dien Bien province has a policy to assign 18 communes in the area to implement a project to provide breeding cows to poor households. As of January 10, 2024, 2,160 cows have been provided to over 1,600 households. The provision of breeding cows is carried out according to the national target program on poverty reduction.
According to the published value, the units agreed on a price of 100,000 VND/kg/breeding cow; each cow weighed between 170 and 220 kg. However, during the process of receiving the cows, many people were concerned about the quality of the breeding cows, which had some unusual points when some cows were thin, weak, and had strange symptoms. People also said that the cows given were old and the value needed to be determined based on the actual quality of the cows.
In addition to the quality of the breeding cows, the verification process of VietNamNet, the unit supplying cows to some communes in Dien Bien district, also had some unusual points.
Specifically, in October 2023, the Department of Agriculture and Rural Development of Dien Bien district issued a document introducing the unit qualified to supply breeding cows, Dai Thanh Construction Investment One Member Co., Ltd. (Dai Thanh Company). This company is located in Coc Leu Ward, Lao Cai City, Lao Cai Province. The above document was issued after the district leaders and specialized departments assessed the capacity profile provided by Dai Thanh Company.
Regarding the capacity profile of Dai Thanh Company, VietNamNet reporters verified at the government agencies of Lao Cai province (where Dai Thanh Company registered its business) to clarify some unusual points.
Specifically, there are 3 important documents verified from the dossier of Dai Thanh Company provided by the Department of Agriculture and Rural Development of Dien Bien district, including: Certificate of eligibility for livestock farming issued in July 2023 and decision on granting certificate of disease-free facility issued in August 2023 (both issued by the Department of Livestock and Veterinary Medicine, Department of Agriculture and Rural Development of Lao Cai province); certificate of registration of environmental protection plan issued in June 2023 issued by Lao Cai City People's Committee.
However, the leaders of the Department of Animal Husbandry and Veterinary Medicine of Lao Cai province and the People's Committee of Lao Cai city both affirmed that they did not issue the above documents to Dai Thanh Company; at the same time, they mentioned that they would transfer them to the competent authorities to clarify the signs of forgery.
In addition, the farm address of Dai Thanh Company provided in the capacity profile sent to Dien Bien District People's Committee is in Gia Phu Commune, Bao Thang District, Lao Cai Province. However, when the reporter was present in Gia Phu Commune, Mr. Pham Minh Bac, Chairman of the Commune, affirmed that for many years the commune has not had any farm of Dai Thanh Company.
