ANTD.VN - Faced with the "problematic" situation of installing surveillance cameras and weighing stations by mineral mine owners in some localities, the General Department of Taxation has requested tax departments to strengthen coordination in tax management for mineral mines.

The General Department of Taxation has just issued an official dispatch requesting tax departments to strengthen coordination with local agencies, departments and branches to improve tax management in the natural resources and mineral sector.

The General Department of Taxation said that in order to manage and urge the collection and payment of fees for granting rights to exploit natural resources, minerals and resource taxes, the General Department has requested tax departments to proactively coordinate with sectors, advise competent authorities to collect data, and share information to calculate fees for granting rights to exploit resources.

At the same time, handle organizations and individuals who do not comply with tax obligations, leading to debt of resource tax and mining right fees; contact, coordinate, and exchange information to determine the actual exploited resource and mineral output compared to the declared tax output and licensed resource output, thereby determining the cause to strengthen tax inspection and audit work on resource tax.

However, recently, some newspapers have reported on the installation of surveillance cameras and weighing stations by mineral mine owners in some localities. Therefore, the General Department of Taxation requested tax departments to strengthen coordination in tax management for mineral mines in the area.

According to the General Department of Taxation, based on the Law on Minerals and legal documents guiding the Law, data from weighing stations installed at points of transporting raw minerals out of mineral exploitation areas is one of the documents and information... serving as a basis for the Department of Natural Resources and Environment to determine the actual mineral output and at the same time, images stored from surveillance cameras installed by mine owners are also a useful source of information for the work of statistics, monitoring and management of actual mineral output of the Department of Natural Resources and Environment.

Accordingly, the General Department of Taxation requests the tax departments of provinces and centrally-run cities to report to the People's Committees of provinces and cities to direct the Department of Natural Resources and Environment to preside over and coordinate with departments, branches, sectors and localities to review and exchange information to determine the actual resource output exploited by enterprises as a basis for comparison with the taxable resource output that enterprises have declared for tax and the licensed resource output for exploitation for handling according to regulations.

Along with that, tax departments also need to strengthen coordination with local agencies, departments and branches to improve tax management in the field of natural resources and minerals.

Previously, the press reported on the ineffectiveness of installing cameras and weighing stations in localities.

In particular, according to the report on the results of monitoring mineral exploitation activities in the third quarter of 2023, all surveillance cameras in Thanh Hoa city lost signal and there were no monitoring results.

According to the monitoring plan, the number of mines exploiting minerals in the area in the third quarter of 2023 includes 12 mines, including 10 stone mines and 2 sand mines. The number of mining units that have installed cameras is 5 units (12 cameras); the number of mines that have installed cameras for monitoring is 7; the number of mines that have not yet been monitored is 5/12 mines.

Since the end of the fourth quarter of 2020, all cameras have lost signal. The monitoring team has sent a dispatch requesting coordination with relevant departments, offices and People's Committees of wards and communes to coordinate inspection and repair, but up to now, the cameras have still lost signal and have not yet returned to operation.

In Phu Yen, the inspection conclusion of the Provincial People's Committee showed that the installation of weighing stations and surveillance cameras at some mineral mines was still a formality, and the installation locations of weighing stations and surveillance cameras were not in accordance with regulations.

Specifically, in addition to the road transporting minerals out of the mine through the weighing station, the enterprise also opened an additional transport route next to the weighing station; some weighing stations and surveillance cameras have been broken for a long time but have not been promptly repaired by the enterprise.

The inspection and supervision work of the functional sector on the implementation of regulations on the installation of weighing stations and camera surveillance systems has not been drastic...
