Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh asked members of the Government to assess the domestic and international situation, the favorable and unfavorable aspects, the impact on the domestic socio-economic situation; the results of the direction and administration work, from which to draw lessons in leadership and direction, especially the positive and negative aspects, and the reasons why? Especially the experience in managing monetary policy, fiscal policy, growth drivers, social security work, protecting independence, sovereignty, territorial integrity, political stability, social order and safety, and foreign affairs. From there, we can have better direction and administration for February and the following months.

The Prime Minister stated that the meeting needs to discuss the situation in February, especially assessing emerging issues related to world trade, especially the possibility of a world trade war this year because if it happens, it will disrupt supply chains, narrow export markets, thereby affecting production and business. Therefore, it is necessary to analyze, forecast, and evaluate the unpredictable developments of the world economy. From there, there must be solutions to respond. According to the Prime Minister, there is no other way but to diversify markets, products, and supply chains, especially after the Covid-19 pandemic, and continue to expand because there is still room to expand the market to countries and regions such as India, the Middle East, South America, Pakistan, etc., which requires being quick and responsive, otherwise opportunities will be missed.

The Prime Minister emphasized that the Central Government has set a target growth This year must reach at least 8% or more, so all ministries, branches and localities must ensure growth; the Government will have a separate Resolution on this issue to create momentum, create force, create momentum to achieve double-digit growth in the coming years. The Prime Minister raised the issue that if a trade war occurs, complicated developments affect the macro economy, monetary policy, and fiscal policy, we must have solutions to cope, not be surprised, ensure continued development, accordingly, we must continue to renew traditional growth drivers, promote new growth drivers.

The Prime Minister stated that with the growth rate set for the coming time, electricity growth will be much higher, reaching 15-20%, so it is necessary to urgently invest in building nuclear power plants. The Ministry of Industry and Trade must collect and propose mechanisms and policies related to investment in nuclear power plants, report to the National Assembly for approval so that the Government can implement them; complete the Decree guiding electricity trading, in which it is necessary to absorb as much as possible the opinions of people and businesses directly related to this issue, paying attention to issues related to electricity transmission, private investment in the grid, prioritizing wind power development... these are new and difficult issues related to security-defense, and borders, so there must be appropriate and flexible policies in the spirit of assigning tasks to a number of state-owned corporations and groups. The Prime Minister stated that at this meeting, the Government will approve the assignment of growth targets to localities to ensure growth of 8% or more.

Regarding railway infrastructure, the Prime Minister stated that the Central Committee's Conclusion and the Government's Resolution mentioned the need for rapid implementation, so he requested the Ministry of Transport and Deputy Prime Minister Tran Hong Ha to urgently report to the National Assembly at the session on February 15 on the high-speed standard gauge railway project connecting China in terms of principles, policies, and proposed mechanisms and policies as for the North-South high-speed railway project. The investment principle is that the locality through which the railway passes is responsible for site clearance. Regarding some road projects under the BOT form that are still stuck, the Prime Minister requested that these projects also be submitted to the National Assembly for final settlement; this issue must be clarified because the contract has been signed; there must be an impact assessment when changing policies related to this issue.

The Prime Minister noted that when implementing Resolution 18-NQ/TW on the arrangement and organization of the apparatus, there must be no interruption; it is required to immediately start production and business tasks from the beginning of the year, and to complete the tasks of January, February and March well in order to complete the tasks of the entire first quarter, so leaders of ministries, branches and localities must actively direct from the beginning of the year. Another point is the institutional bottleneck, so ministers and heads of branches must report to the areas under their management to see if there are any problems, where they are, who has to do it... from which the Government will propose amendments.

The Prime Minister emphasized the goal of completing 3,000km of highways by 2025; the requirement for investment in airport development in response to urgent needs when airports are congested. Therefore, the Long Thanh International Airport Project must be accelerated; at the same time, it is necessary to quickly implement investment in social housing, eliminate temporary and dilapidated houses; organize well the important anniversaries of the country, especially the 50th anniversary of the Liberation of the South, National Reunification, 80th anniversary of the founding of the country. Especially, it is necessary to prepare well for the organization of party congresses at all levels, towards the 14th National Party Congress.
