Arrested a group that hired people to post flyers for loan sharking in Ho Chi Minh City

According to initial investigation, in early 2023, Tran Ngoc Tung went to Ho Chi Minh City, rented a house on Trinh Dinh Thao Street (Hoa Thanh Ward, Tan Phu District) to operate loan sharking.

Then, Tung hired Nguyen Van Thang (29 years old, from Hai Phong) to post flyers advertising loans, with a salary of 9 million VND/month.

On average, every night, Thang's group posts more than 1,000 flyers on electric poles and walls of houses near companies and factories, between 2 and 4 a.m., to find customers to borrow money.

To avoid being detected by the authorities, Thang continued to hire other people to paste the stickers for a salary of 1.2 - 2 million VND/month.

From the collected documents, the police determined that as of May, Tung had lent money to more than 30 customers with interest rates recorded from 25% - 36%/month, equivalent to 300% to over 400%/year. The police agency invited 11 of Tung's victims to work to consolidate the records and handle them according to the law.

During the struggle, Tung also confessed to destroying documents and evidence proving his loan sharking activities when the authorities stepped up their crackdown on illegal credit crimes.

Previously, on May 29, the Investigation Police Agency of Tan Binh District Police issued a decision to prosecute the criminal case of "loan sharking in civil transactions", prosecute the accused and temporarily detain Trinh Xuan Tuan (41 years old, from Thai Nguyen).

According to the investigation, Trinh Xuan Tuan rented a house in Binh Tan District. Tuan was hired by a man named Nguyen Dac Hieu (41 years old, from Hai Phong), who paid him 8 million VND per month.

Tuan's job is to find customers and lend money at interest, then directly post advertisements with the content "loan money without keeping documents, no mortgage" in Tan Binh District, Binh Tan District and District 6. When customers call, they will meet Hieu and Tuan will go to the place to verify and "disburse".

To expand the lending scale, Hieu asked Tuan to recruit more people, Vu Tung Lam and Vu Dinh Hung.

Lam and Hung's task is to work with Tuan to lend money to customers and collect money from borrowers to pay Tuan in installments every day, with a salary of 8 million VND/month.

In addition, Tuan, Hung and Lam's group will receive more flyers sent by Hieu via social networks, then print and post them on electric poles and walls of houses in districts and towns in Ho Chi Minh City to advertise the loan.

This group lent a total of 469 million VND to 23 customers. Based on the collected evidence, the Investigation Agency determined that Tuan lent money at an interest rate of over 300%/year.
