On the morning of December 11, Prime Minister Pham Minh Chinh chaired a national conference on human rights education. The conference was chaired by the Ho Chi Minh National Academy of Politics, in coordination with the Ministry of Education and Training, the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Labor, War Invalids and Social Affairs, and was held directly at the Hanoi bridge point and online to the 63 provinces and centrally-run cities.
Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Council of Theory, Professor, Doctor Nguyen Xuan Thang co-chaired the conference.
The conference was attended by representatives of leaders of ministries, branches, central agencies; leaders of political and social organizations; leaders of 63 provinces and cities; and educational and training institutions.
The conference contributes to the fifth phase of the human rights education program adopted by the United Nations Human Rights Council on August 19, 2024 and celebrates the 76th anniversary of International Human Rights Day (December 10, 1948 - December 10, 2024).
Contribute to raising awareness and promoting human rights
Opening the conference, Professor, Dr. Nguyen Xuan Thang emphasized, "One of the core points of the new era, as discussed by General Secretary To Lam, is to aim for the goal of "everyone having a prosperous and happy life, being supported to develop and enrich themselves; contributing more and more to peace, stability, and development of the region and the world, to the happiness of humanity and global civilization."
According to Mr. Nguyen Xuan Thang, in this new era, human rights and civil rights continue to be of concern to our Party and State and are increasingly better guaranteed, as the beloved President Ho Chi Minh always wished for during his lifetime. Over the past time, respecting, ensuring and protecting human rights in general and human rights education in particular have always been issues of deep concern to our Party and State, especially during the period of Renovation."
At the conference, delegates listened to a summary report and discussed the results and limitations in implementing Decision No. 1309/QD-TTg dated September 5, 2017 of the Prime Minister approving the "Project to incorporate human rights content into the education program in the national education system" and Directive 34/CT-TTg dated December 21, 2021 of the Prime Minister on strengthening the implementation of the project; at the same time, proposing tasks and solutions on human rights education in the new situation.
The conference assessed that after 7 years of implementing the project, the whole country has organized training and fostered knowledge on human rights for experts, lecturers and teachers; compiled and put into use textbooks, teaching materials, and reference materials on human rights for teaching; organized human rights education for learners in the national education system.
The implementation of the project has contributed to raising awareness of the importance of human rights education; equipping knowledge and skills on human rights for leaders, managers, and practical workers of departments, ministries, branches, and localities participating in the project's activities, especially for teachers, lecturers, and learners in educational and training institutions in the national education system and some other fields; learners and the public have raised awareness and promoted human rights; contributed to the fight against erroneous views and distorted arguments about human rights in Vietnam; achievements in human rights education have spread to many international organizations and diplomatic missions at home and abroad.
Leaders of ministries, branches and localities frankly said that the implementation of the project has not been carried out according to the set schedule; the process of organizing the implementation of some tasks of the project is still confusing, not implemented according to the plan; the implementation of the project in localities is still stuck due to lack of guidance documents; the budget for the project is still limited...
Concluding the conference, acknowledging the enthusiastic and responsible opinions of the delegates, Prime Minister Pham Minh Chinh said that the conference is of great significance, sending a message about human rights protection and human rights education of Vietnam to the world, affirming Vietnam's policies, implementation, and people-oriented approach to human rights.
Raising a number of issues on human rights and human rights education internationally and in Vietnam, Prime Minister Pham Minh Chinh said that the issue of human rights and human rights education is one of the core contents of Ho Chi Minh's thought, a viewpoint that runs through all the Party's guidelines and policies, and the State's policies and laws. The Party's platforms, resolutions, and directives, the Constitution, and the State's laws all attach importance to ensuring human rights.
In which, the Resolution of the 13th National Party Congress affirmed: “The people are the center and the subject of the cause of innovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for”.
In the article Promoting Party spirit in building a socialist rule-of-law state in Vietnam, General Secretary To Lam pointed out: "Do not let some laws become bottlenecks that hinder the implementation of human rights, civil rights and socio-economic development."
To implement that policy, the Government and the Prime Minister issued and directed the implementation of many programs, plans, resolutions and conclusions on human rights, including the "Project to incorporate human rights content into the education program in the national education system."
In recent times, the guarantee of human rights and the implementation of human rights education in Vietnam have achieved many important and comprehensive results in many fields and aspects. The material and spiritual life of the people has been constantly improved.
According to the UNDP Human Development Report, Vietnam's Human Development Index (HDI) in 2024 increased by 8 places compared to the previous period, from 115 to 107/193 countries; according to the United Nations rankings, Vietnam's happiness index in 2024 increased by 11 places, ranking 54/143; Vietnam's Sustainable Development Index (SDGs) in 2024 increased by 1 place compared to 2023, ranking 54/166; Vietnam is currently a member and actively participates in the activities of the United Nations Human Rights Council, term 2023-2025.
For example, in taking care of people during the COVID-19 pandemic, in overcoming storm No. 3 (Yagi), eliminating temporary and dilapidated houses or eliminating hunger and reducing poverty..., Prime Minister Pham Minh Chinh clearly stated that our Party and State have no other higher goal than bringing independence and freedom to the nation and a happy and prosperous life for the people, so that all people have the right to live, the right to freedom, the right to pursue happiness as stated in the Declaration of Independence solemnly announced by President Ho Chi Minh to the nation, compatriots and the whole world on September 2, 1945.
Human rights education must be practical, effective, and not formalistic.
Praising ministries, branches, agencies and localities for their efforts in synchronously, comprehensively and basically ensuring the progress, quality and effectiveness of the Human Rights Education Project, the Prime Minister affirmed that protecting human rights and educating about human rights is the task of all people, comprehensively and encompassing the entire political system, under the leadership of the Party, the management of the State and the people as masters; is an official program, placed in the overall education of Vietnam with "students as the center, teachers as the driving force, schools as the foundation", in a learning society, implementing lifelong learning.
Emphasizing that human rights education is meaningful and of special importance, of strategic significance for the comprehensive development of the Vietnamese socialist people, building a socialist rule-of-law state, in the coming time, the Prime Minister requested ministries, branches, agencies and localities to continue to effectively implement the Party's guidelines and policies, the State's mechanisms, policies and laws on ensuring human rights; fully institutionalize and effectively implement the contents on human rights stipulated in the 2013 Constitution; continue to innovate and improve the quality of social policies in a comprehensive, modern, inclusive and sustainable manner in the spirit of taking people as the center and subject; strengthen the role of the Vietnam Fatherland Front and socio-political organizations in propagating, monitoring and promoting respect for, protection and guarantee of human rights in the whole society.
Along with that, participate responsibly, promote dialogue and cooperation within the framework of the Human Rights Council among relevant countries, regional organizations and United Nations human rights mechanisms to address common concerns on issues related to human rights and humanitarian issues.
Directing and assigning specific tasks to ministries, branches, agencies and units, especially the Ho Chi Minh National Academy of Politics and ministries, branches and localities in implementing the project to incorporate human rights content into the education program in the national education system in a substantial, practical and effective manner, against achievementism, perfunctoriness, formality, the Prime Minister noted that the protection of human rights and human rights education in Vietnam must be reflected in the following contents: people can live happily, live healthily, live safely, live greenly; everyone is free, operates within the framework of the Constitution and the law, maximizes their own interests and contributes to the community and society; Vietnamese people have an increasingly prosperous and happy life, each year higher than the previous year, leaving no one behind.
Entering a new era, an era of national growth and prosperity, to realize aspirations, reach goals, and achieve great development achievements of successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers, the Prime Minister proposed to further promote the role and value of human rights and strengthen human rights education; hoping and believing that the agencies participating in the project will continue to promote the achieved results, focus time, intelligence, resources with high determination, great efforts, drastic actions and soon complete all the goals and targets set by the project.
The Prime Minister believes that with the solidarity, unity, joint efforts and consensus of the entire political system and the entire people, the work of protecting human rights and educating human rights will increasingly achieve good results, contributing significantly to realizing the aspiration of building a socialist Vietnam with rich people, strong country, democracy, equality and civilization, firmly entering a new era, an era of national prosperity and wealth.
