Not allowed to connect to Ho Chi Minh road
Dai Loi-Dak Mil Bus Station, belonging to Dak Mil Transport Service Cooperative (a unit under Dai Loi Vocational Education Center), was approved by the Department of Transport of Dak Nong province to be put into operation on January 28, 2021, in Decision No. 43/QD-SGTVT. The bus station is located in Dak Lao commune, Dak Mil district, with a total area of 10,000 m2 . In which the parking area waiting to pick up passengers is 625 m2 , the parking area for other vehicles is 400 m2 , the waiting room area for passengers is 165 m2 .
Previously, in December 2019, Dai Loi Vocational Education Center (Dai Loi Center) sent a document to the People's Committee of Dak Mil district requesting to connect the traffic junction to the type I driving test center, type II inter-provincial bus station, and branch of the driving training facility.
On January 3, 2020, Dak Mil District People's Committee issued Official Dispatch No. 10/UBND-KT&HT approving the traffic intersection connection location at the type I driving test center, type II inter-provincial bus station, and branch of the driving training facility on Mieu Co Street, Dak Lao Commune at Km0+210, on the left side of the route (calculated from Km 1838+750 of Ho Chi Minh Road to the right side of the route).
Dak Mil District People's Committee requested Dai Loi Center to ensure visibility and traffic safety when connecting to the intersection; ensure connection with technical infrastructure on the route and at the same time comply with other relevant current regulations...
Next, in May 2020, Dai Loi Center sent a document to the Dak Nong Provincial People's Committee requesting a single connection of the road in and out of Dai Loi-Dak Mil Interprovincial Bus Station with National Highway 14. After being directed by the Dak Nong Provincial People's Committee, the Department of Transport sent a document advising the Provincial People's Committee.
In particular, according to the Department of Transport, the location that Dai Loi Center proposed to connect to is at Km1839+918 Ho Chi Minh Road (Km780+918, National Highway 14). The construction location (interprovincial bus station type II, driving test center type I, branch of driving training facility) is consistent with the urban planning of Dak Mil (according to Decision No. 661/QD-UBND dated May 31, 2012 of Dak Nong Provincial People's Committee).
However, according to the approved planning map, the intersection connecting the road to the above project with National Highway 14 is not shown. Therefore, the connection location to National Highway 14 proposed by Dai Loi Center is not included in the approved planning and the Ministry of Transport has not approved the connection location according to regulations.
While waiting for approval from the Provincial People's Committee and the Ministry of Transport, to facilitate exploitation and operation, in early 2022, Dai Loi Center opened a traffic connection to the driver testing center, the driver training branch and the inter-provincial bus station.
However, the above incident was recorded by the Road Administration Department III - Vietnam Road Administration for administrative violations in the field of road traffic. On May 16, 2022, the Road Administration Department III issued Decision No. 124/QD-XPHC to administratively sanction Dai Loi Transport Service Cooperative for illegally opening a branch road connecting to the main road. At the same time, Dai Loi Transport Service Cooperative was administratively fined 35 million VND; forced to dismantle the illegal construction and restore the original state.
Mr. Pham Manh Tuan, Director of Dai Loi Center, said that at that time, Dai Loi Transport Service Cooperative did not intentionally violate road traffic regulations, specifically opening an illegal connection to the bus station. Because at that time, the leadership of the center as well as the Cooperative (who has changed jobs - PV) also sent a document to continue requesting the Dak Nong Provincial People's Committee and the Road Management Department III to allow the unit to connect. Thinking that all procedures were complete and the connection was certain, moreover, this was the main road to both the working area of the Class I driving test center and the branch of the driving training facility, Dai Loi Transport Service Cooperative implemented the connection first.
“Since being administratively sanctioned, Dai Loi Center has committed to strictly implementing the regulations of the relevant authorities on connecting the road to the inter-provincial bus station. The unit is also continuing to complete the documents to request approval from the Dak Nong Provincial People's Committee and the Ministry of Transport to open this connecting road,” Mr. Tuan shared.
Desire to connect to improve operational efficiency
Dai Loi-Dak Mil inter-provincial bus station currently has more than 10 buses running on various routes. The lack of approval for connecting the exit and entry roads has caused many difficulties and inconveniences in the exploitation and operation of the bus station and other facilities of the center.
Mr. Pham Manh Tuan informed that currently, the route to the inter-provincial bus station, the driving test center and the branch of the Dai Loi driving training facility is Mieu Co street, Dak Lao commune (approved by the Dak Mil District People's Committee).
However, this is also the road for people and production of hundreds of households here. Due to the narrow width of the road and its deterioration, the activities of Dai Loi Center as well as many households face many difficulties. Although the center has been renovated and repaired many times, it is still inevitable that it will deteriorate and be damaged due to the large number of vehicles and the impact of the weather.
“Along with completing the procedures and documents to apply for permission to connect, we hope that the Dak Nong Provincial People's Committee and the Ministry of Transport will support, consider and create favorable conditions for the center to open a connection point from Ho Chi Minh Road to the inter-provincial bus station, the first-class driving test center and the branch of the driving training facility. The center is committed to strictly implementing and fully complying with the regulations on protecting road corridors as well as traffic safety after the connection”, affirmed the Director of Dai Loi Center.
Dai Loi Center must have documents and records submitted to Dak Nong Provincial People's Committee for consideration and approval of the policy. After that, the province will submit to the Ministry of Transport for approval of the connection location according to current regulations.

According to the Department of Transport of Dak Nong province, in order to carry out the procedures for requesting connection to Ho Chi Minh road (National Highway 14) in accordance with regulations, the investor must prepare a dossier according to the provisions of Article 24 of Circular No. 50/2015/TT-BGTVT dated September 23, 2015 of the Ministry of Transport; send it to the Department of Transport for synthesis, advise the Provincial People's Committee to submit to the Ministry of Transport for approval of the connection location according to the provisions of Clause 1, Article 21 of Circular No. 50/2015/TT-BGTVT dated September 23, 2016 of the Ministry of Transport and Document No. 12488/BGTVT-KCHT dated October 24, 2016.
