The Prime Minister has just issued Official Dispatch No. 219/TTg-KSTT on the implementation of administrative procedures for people and businesses when arranging and streamlining the organizational apparatus.
In order to ensure the inheritance of the results of the implementation, without interrupting the process of management, monitoring, receiving and handling administrative procedures, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on implementing a number of key tasks. First of all, competent agencies and individuals must promptly develop, promulgate or submit to competent authorities for promulgation legal documents to amend, supplement or abolish regulations related to administrative procedures affected by the process of adjusting functions, tasks and powers.
While waiting for the completion of new documents, agencies and individuals receiving functions, tasks and powers need to base on Clause 3, Article 13 of Resolution 190/2025/QH15 dated February 19, 2025 of the National Assembly to guide and organize the implementation of administrative procedures continuously, smoothly and effectively, ensuring completion before March 1.
In addition, ministries and ministerial-level agencies must strictly implement the direction in Clause 1, Article 5 of Resolution 190/2025/QH15, promptly announce and publicize the list of administrative procedures, and update information on the National Database of Administrative Procedures. This will be the basis for localities to announce the list of administrative procedures applicable in each province and city.
Regarding the reception and settlement of administrative procedures, local authorities at all levels and the central vertical agencies located in the localities must comply with the instructions of the Ministries after the apparatus is reorganized, ensuring the maintenance of stability, continuity, smoothness, efficiency, and no interruption in the reception and settlement of administrative procedures. The relevant instructions must be completed before March 1.
Ministries, branches and localities must improve the One-Stop Department, focus on people and businesses in the implementation process, increase the application of information technology to receive administrative procedures regardless of administrative boundaries and at the same time digitize records to improve processing efficiency. The responsible agencies must promptly amend and issue identification codes for affiliated units according to the instructions of the Ministry of Science and Technology, synchronize on the National Document Interconnection Axis and the National Database on Administrative Procedures.
In addition, ministries and agencies receiving new functions and tasks need to urgently implement measures to adjust, merge or upgrade the administrative procedure settlement information system at the ministerial level to suit the new functions and tasks. At the provincial level, the provincial People's Committee must proactively adjust or upgrade the administrative procedure settlement information system according to its authority, ensuring data inheritance, safety, security, and maintaining stable and effective administrative procedure reception and settlement activities.
Ministries, agencies and localities also need to quickly complete internal procedures and electronic procedures for each administrative procedure according to changes in the organizational structure and at the same time adjust the code of administrative procedure settlement records according to the code system of new ministries, agencies and units. The use of the domain name of the Administrative Procedure Settlement Information System must be consistent with regulations.
In addition, ministries and agencies must fully update the list of shared data of the National Public Service Portal as prescribed in Article 6 and Article 50 of Decision 31/2021/QD-TTg of the Prime Minister, as well as on the administrative procedure settlement information system at the ministerial and provincial levels.
The Ministry of Science and Technology is responsible for submitting to the Prime Minister a decision to amend Decision 20/2020/QD-TTg to comply with the new organizational structure, and at the same time instructing ministries, branches and localities to update agency identification codes to avoid interruptions in data connection, to be completed before March 15, 2025.
The Government Office will monitor and urge the implementation process, promptly report to the Prime Minister on issues beyond its authority to ensure that the process of restructuring the apparatus goes smoothly, without affecting the settlement of administrative procedures for people and businesses.
