Ensuring quality and consistency of two master plans of Hanoi Capital

On the afternoon of March 5, continuing the working program with the Standing Committee of the Hanoi Party Committee, after giving opinions on the Draft Law on the Capital (amended), the National Assembly Party Delegation gave opinions on two planning contents including: Hanoi Capital Planning Project for the period 2021-2030, vision to 2050 and Project to adjust the Hanoi Capital Master Plan to 2045, vision to 2065.

Attending the event were Politburo member, Permanent Vice Chairman of the National Assembly Tran Thanh Man; Party Central Committee members who are Vice Chairmen of the National Assembly, Chairmen of National Assembly Committees, and Ministers of several central ministries and branches.

On the side of the Hanoi Party Committee Standing Committee, there were: Member of the Party Central Committee, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong and members of the Hanoi Party Committee Standing Committee.

At the conference, delegates watched two reports introducing the main contents of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, and the Project to adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065.

Building Hanoi on par with capitals of countries in the region and the world

Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo has identified the development of the capital Hanoi as "Cultured - Civilized - Modern" as a particularly important political task in the strategy of building and defending the Fatherland with the spirit of "The whole country for Hanoi, Hanoi for the whole country". To achieve the set goals, the entire content and direction of the planning for the development of the capital Hanoi must take the cultural, cultural, civilized and modern elements of Thang Long - Hanoi as the development philosophy.

On that basis, the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, has clearly identified 5 development perspectives, in which Hanoi develops based on science, technology and innovation, fast, sustainable, inclusive, becoming a growth pole with a leading role, a model and spreading, promoting the development of the Red River Delta, the Northern dynamic region and the whole country; building Hanoi to truly be a "Cultured - Civilized - Modern" Capital, rich in economy, beautiful in landscape, on par with the capitals of countries in the region and the world.

At the same time, promoting the human factor, taking people as the center, subject, resource, driving force and goal of development; taking the goal of meeting the requirements of the general public on the principle of majority consensus. Economic development is associated with environmental protection, nature conservation and biodiversity, combining reasonable and effective exploitation of the specific advantages of nature; sustainable development on the principle of "following nature" and complying with market rules; taking the criteria of green development, circular economy, environmental quality control towards the goal of achieving "0" net emissions as development standards...

Meanwhile, the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065, has concretized development goals through development strategies; specifically identified key contents of inheritance, adjustment and new proposals; ensuring consistency and synchronization with the research of the Hanoi Capital Master Plan for the period 2021-2030, with a vision to 2050.

Chairman of Hanoi People's Committee Tran Sy Thanh said that according to the schedule, in the coming April, the City Party Committee will directly report to the Politburo about these two plans.

Notably, the Project outlines 9 proposed breakthrough and key programs and projects; in which, in addition to the goal of developing Hanoi Capital into a globally connected city, on par with the capitals of developed countries in the region and the world in terms of economic development capacity, research and development level, cultural development, good living conditions, urban environment and accessibility and use of public transport, it is necessary to focus on building Hanoi into a true center of convergence, cultural crystallization of the whole country, a center of creative culture. The Red River converges natural, cultural and historical factors and stature to compare with major cities in the world, major international civilizations, worthy of planning development to become a symbol of Hanoi Capital.

Developing the Red River into a development space, an ecological space, a cultural space, an economic space, a place to express the development symbols of the capital Hanoi in terms of services, science, technology, culture, and architectural space of Hanoi in each development period. The Red River axis is built to become a convergence center, a facade, an important highlight of the urbanized area of the Red River Delta.

In addition, the project also determines to apply the model of "City in the Capital" to create outstanding specific policy mechanisms for the Western region (Hoa Lac, Xuan Mai), the Northern region (Dong Anh, Me Linh, Soc Son) and the expected Southern region (Phu Xuyen, Ung Hoa). At the same time, reserve space and infrastructure to develop the 2nd Airport - Hanoi Capital Region in the South...

Reporting further on related contents, Chairman of Hanoi People's Committee Tran Sy Thanh said that according to the roadmap, in the coming April, the City Party Committee will directly report to the Politburo on these two plans. Then, based on the Politburo's opinions, the two plans will be further completed to report to the National Assembly at the 7th Session.

The Capital Region's No. 2 Airport should be established sooner.

Discussing the two planning contents, leaders of the National Assembly Party Delegation, representatives of the Ministry of Planning & Investment, and the Ministry of Construction all highly appreciated the quality of the two planning contents, as well as the sense of responsibility and effective coordination of Hanoi City in the process of collecting opinions, absorbing opinions from ministries, branches, experts and perfecting the planning contents. In addition, leaders of ministries and branches also proposed some contents to further perfect the planning to ensure feasibility.

Speaking on these two contents, National Assembly Chairman Vuong Dinh Hue raised a number of issues that need to be focused on reviewing and perfecting to ensure the quality and consistency of the two plans. In particular, the National Assembly Chairman noted that it is necessary to carefully review the data used as a basis for planning, including population, labor, employment, transient population, students, armed forces and tourists to ensure practicality, science and consistency between the two plans.

Hanoi must coordinate with the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Education and Training to have accurate data, ensuring that it is correct, sufficient, clean, and alive. He requested a thorough review of the content of Resolution No. 30-NQ/TU dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045 and Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045", it must be understood that these plans are the concretization of these important policies.

National Assembly Chairman Vuong Dinh Hue suggested that it is necessary to deepen the need to adjust the Master Plan for the Capital's construction, as well as ensure compatibility between the two plans and between Hanoi's plan and regional planning.

Appreciating the proposal to reserve space to build a second airport in the southern area of the capital, National Assembly Chairman Vuong Dinh Hue also suggested that it should be calculated to form earlier, not wait until 2040 as in the planning project.
