The Lach Hoi fishing boat shelter area (Sam Son city) was built in 2007, completed and put into use in 2010, and is a regional storm shelter area. This is a safe anchorage for 700 fishing boats with a capacity of up to 600CV operating in the waters of Thanh Hoa and neighboring provinces to take shelter from storms. However, after checking, there are currently 49 mooring buoys in the boat shelter that have not been replaced and are heavily rusted. During high tides at the shelter, only vessels with a capacity of 90 - 400CV can enter and exit. When the water level is low, boats cannot enter because the area of ​​the shelter's entrance and the bottom of the shelter are silted up and become flat. The equipment system such as the lighting system and loudspeakers in the shelter area are damaged and cannot be used... In addition, the shelter area does not have a fire prevention and fighting system according to standards. According to Mr. Le Van Han, an officer in charge of the Lach Hoi fishing boat anchorage area (Sam Son city), to ensure the safety of people and fishing boats anchoring to avoid storms in 2025, he hopes that relevant sectors of the province will invest in dredging the area of ​​the lock and the lock entrance, dredging the channel from the entrance to the lock area to ensure the depth for boats to enter and exit conveniently regardless of the tide. At the same time, maintain and repair damaged equipment in the lock area and the degraded lock management building, creating favorable conditions for the operation and guidance of boats to take shelter during storms.

Currently, the province has 4 storm shelters for fishing boats that are qualified to operate. Of which, the Lach Hoi storm shelter for fishing boats (Sam Son city) has a capacity of 700 fishing boats; the Lach Bang storm shelter for fishing boats (Nghi Son town) has a capacity of 800 fishing boats; the Lach Truong storm shelter for fishing boats (Hau Loc) has a capacity of 264 fishing boats; the Ly River storm shelter for fishing boats (Quang Xuong) has a capacity of 315 fishing boats. The whole province currently has 6,613 fishing boats, of which 1,092 are 15m or longer and specialize in offshore exploitation. In order to ensure the safety of fishermen and fishing vessels when anchoring and taking shelter during storms, the Thanh Hoa Fishing Port Management Board has developed and issued a plan for natural disaster prevention, control and search and rescue in 2025. At the same time, the management board has developed a plan to organize and arrange for ships and boats to anchor and enter and take shelter from storms in the storm shelters for fishing vessels in coastal localities to ensure safety. Whenever there is a storm, the management board closely coordinates with the coastal border guards and authorities of coastal wards and communes to arrange and guide fishermen and arrange for vehicles to anchor safely.

Along with that, assign staff to be on duty at the ports to guide the anchorage as well as request fishermen to tie their vehicles to avoid collisions, and cut off the electrical system to prevent fire and explosion. Mr. Le Van Thang, Director of Thanh Hoa Fishing Port Management Board, said: In order to create favorable conditions for vehicles to take shelter from storms in the anchorage areas, the management board regularly propagates and disseminates the regulations and rules on managing fishing vessels and anchorage areas, and taking shelter from storms to ship owners and captains on the loudspeaker system. Provide guidance on fire prevention and fighting regulations, and ensure security and order so that fishermen with means of taking shelter in the port strictly comply. Along with that, the management board also regularly coordinates with functional forces of coastal localities to inspect and strictly handle the situation of households encroaching on the port corridor. The management board also hopes that relevant levels and sectors of the province will soon invest in maintenance and repair of construction items at fishing ports and storm shelters for ships and boats to ensure smooth operation when natural disasters occur.
