On the morning of August 1, the Provincial Defense Zone Exercise Organizing Committee (KVPT) held a conference to disseminate, assign tasks, and train cadres participating in the exercise. At the conference, delegates heard an overview of the Provincial KVPT Exercise Intentions in 2023. Expected time, content, measures, and program of the Provincial KVPT Exercise; departments, branches, and 2 districts of Thanh Liem and Kim Bang.

Speaking at the direction and assignment of the exercise, Major General Nguyen Duc Dung, Deputy Commander and Chief of Staff of Military Region 3, emphasized the importance of the exercise task. He emphasized that this year's KVPT exercises require higher requirements than previous years, so he requested the Steering Committee for the KVPT exercise of Ha Nam province to direct departments, branches, organizations, localities and components and forces participating in the exercise to seriously grasp the leadership documents and instructions for the exercise. Identify the focus and key points in the exercise, concentrate forces and intelligence, do a good job of preparing all aspects and organize the KVPT exercise of the province, departments, branches and localities to be successful.

Thoroughly grasp the resolutions and directives of the superiors on building the KVPT and on the exercise. Actively and proactively prepare and participate in the exercise to achieve good results, ensuring confidentiality, safety, economy and not affecting the socio-economic development activities of the locality.

The Provincial Military Command is the central agency coordinating with the Provincial Police to act as the core in advising, directing, organizing the drill, ensuring all tasks for the drill. The preparation and organization of the drill are tight, thoughtful, and comprehensive. Departments, branches, and localities participating in the KVPT drill together with the province, focus on leading and directing the drill to ensure it is close to reality, absolutely safe, and does not affect the regular activities of the industry and locality. Combine the drill with the construction of defense works, building advanced new rural areas, and implementing social security policies.

Strengthen propaganda work, thoroughly implement national defense and security tasks, and conduct provincial KVPT drills, creating consensus among local officials and people in performing drill tasks. At the end of the drill, promptly organize experience sharing, commend and reward collectives and individuals with outstanding achievements.

During the 1-day period, the participants of the exercise were trained by lecturers of the National Defense Academy on some basic contents on: activities of local Party committees, authorities, armed forces and departments, branches, sectors, and organizations to move the locality into a state of national defense emergency and wartime; tasks in the provincial KVPT exercise; Some issues on the activities of the Provincial Party Committee Standing Committee, Party committees, Vietnam Fatherland Front and organizations in the provincial KVPT exercise in 2023.
