MERGE AND FORM A MULTI-DISCIPLINARY UNIVERSITY
At the meeting, the Provincial Party Standing Committee listened to and gave opinions on the draft project to merge Nghe An Pedagogical College, Nghe An College of Culture and Arts, Nghe An University of Economics, and change the name to Nghe An University.
With a strategic vision of human resources and diverse development space, along with the inherent advantages of the province, Nghe An has many opportunities to become a training and scientific research center of the region and the whole country.
The development of a strong multidisciplinary university is a very important indicator in comprehensive and sustainable development, contributing to attracting resources for the development of Nghe An province.
Therefore, the merger of the above three schools aims to enhance the autonomy and responsibility of the unit in terms of organizational structure, finance, investment, and training according to the policies of the Party and the State, in accordance with the planning of the network of educational, training, and vocational education institutions.
At the same time, consolidate and focus resources on developing educational institutions in the province towards multi-disciplinary and multi-field training; improve the quality of training and research to meet the needs of socio-economic development and integration.
Through the merger, the management and personnel apparatus will be streamlined, taking advantage of the strengths of the units participating in the merger, in order to maximize the efficiency of resources; contributing to increasing competitiveness, improving the operational efficiency of educational institutions after the merger, and improving their position in the rankings of domestic and regional universities.
After the merger, educational facilities will also be developed to meet national standards as prescribed by the Ministry of Education and Training; internal resources will be promoted to become a key and prestigious university in the North Central region, Vietnam and the region; and training majors will be strived to achieve ASEAN quality accreditation.
At the meeting, the opinions of the comrades in the Standing Committee and the Provincial Party Committee Standing Committee were exchanged, discussed, and gave opinions to carry out the process of merging and building Nghe An University after its formation to achieve the set goals.
Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, assessed that the draft Project has clearly oriented the development direction and solved issues related to organizational structure, enrollment, and facilities.
However, in order for Nghe An University to develop effectively after its establishment, the Head of the Provincial Party Committee's Propaganda Department said that it is necessary to pay attention to changing the training direction to meet the human resource training needs of Nghe An province; at the same time, choosing suitable professions for training.
At the same time, when implementing the merger process, it is necessary to pay attention to the ideological work of cadres so that when Nghe An University is formed, it will create solidarity and collaboration; there will be a plan to handle and solve the fragmented facilities of the three current schools, in order to meet the development requirements of Nghe An University.
Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that the project needs to identify and analyze more clearly the difficulties and problems not only in terms of organization and personnel, but more importantly in terms of the model and operation style after the merger; in order to propose specific solutions.
Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu assessed that the merger of 3 schools to form Nghe An University has a clear legal and practical basis. However, besides the advantages, there are still many difficulties, so there must be support policies on human resource training, facilities, and initial finance to implement the project.
CAREFULLY ASSESS DIFFICULTIES AND PROBLEMS WITH SPECIFIC SOLUTIONS AND ROADMAPS
Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized that the Provincial Party Standing Committee agreed on the policy of merging Nghe An Pedagogical College, Nghe An College of Culture and Arts, Nghe An University of Economics to establish Nghe An University, which is correct and in line with the trend.
At the same time, he emphasized the viewpoint that after the merger, Nghe An University's operations must be better and stronger, becoming a multi-disciplinary, multi-field, multi-professional, multi-level training institution with competitive capacity; at the same time, resolving the shortcomings and difficulties in the currently implemented model.
Therefore, the head of the Provincial Party Committee noted that it is necessary to supplement, clarify, and be more specific about the 4 "roadmaps" in the process of completing the project and developing a plan to implement the project.
Specifically, it is necessary to develop a roadmap to arrange the management team of the 3 current schools, especially the senior management team; to meet the development requirements of Nghe An University.
At the same time, it is necessary to develop a roadmap for rearranging facilities to determine effective planning and land use.
Along with that, there must be a roadmap for training and fostering staff and lecturers; thereby, advising and promulgating mechanisms and policies to support training and fostering.
And finally, it is necessary to clearly define the roadmap and time to merge Nghe An Pedagogical College, Nghe An College of Culture and Arts, Nghe An University of Economics, and change the name to Nghe An University.
In particular, the Secretary of the Nghe An Provincial Party Committee agreed with the opinions of the comrades in the Standing Committee and the Standing Committee of the Provincial Party Committee that during the implementation of the project, it is necessary to carefully evaluate and "put on the table" all the difficulties and problems when merging to find solutions; as well as to carry out well the ideological work of the team to effectively implement it.
After the Standing Committee of Nghe An Provincial Party Committee approves the policy, the Provincial People's Committee will seek opinions from the Ministries of Finance, Home Affairs, Planning and Investment, Natural Resources and Environment, Justice, Education and Training; then, synthesize, absorb and submit to the Ministry of Education and Training. The Prime Minister will issue the Merger Decision after the Ministry of Education and Training submits.
At the working session, the Provincial Party Standing Committee listened to and commented on the draft project to supplement a number of specific mechanisms and policies to implement Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; approved the policy of receiving aid for the biodiversity conservation project at Pu Mat National Park.
