On November 16, the Provincial Party Standing Committee held a conference to evaluate the situation and results of work in 2024; directions and tasks for 2025. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, chaired.
In 2024, in the context of more difficulties and challenges, a number of problems arose beyond forecast, most recently the historic storm No. 3, the province had to carry out a huge amount of work while continuing to focus on solving outstanding problems, weaknesses and shortcomings that were pointed out, but the Provincial Party Executive Committee closely followed the direction of the Central Committee, local practices and the working theme of the year "Improving the quality of economic growth; developing culture, people rich in Quang Ninh identity", promoting the will of self-reliance and self-reliance; maintaining solidarity, unity of will and action, and trust of the people and businesses; focusing on leadership, direction, and mobilizing the combined strength of the entire political system; persevering and making efforts to overcome difficulties and challenges; achieving positive results in all fields.
The work of building and rectifying the Party and a clean and strong political system has been carried out synchronously in all aspects of politics, ideology, ethics, organization and cadres. By October 30, 2024, the whole province had admitted 2,971 new Party members, reaching 87.1% of the plan, including 110 high school students, reaching 135.8% of the plan. The work of inspection, supervision and audit associated with the prevention and combat of corruption, negativity and waste has been seriously led, directed and implemented according to the set program, ensuring compliance with the provisions of the Party Charter. The whole province has focused on preparing for Party congresses at all levels towards the 14th National Party Congress, the 16th Provincial Party Congress, focusing on the preparation of Congress documents and personnel work.
Economic development has achieved some important results. Total state budget revenue is expected to reach 100% of the estimate. FDI attraction reached more than 2 billion USD, among the leading localities in the country. Processing and manufacturing industry continues to be the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period. Total tourists in the province are estimated at 19 million, up 20% over the same period, of which international visitors reached 3.5 million; total tourism revenue is estimated at 46,460 billion VND, up 38% over the same period. Attracting domestic and foreign investment capital from the budget reached 28,310 billion VND. 2024 is also the 7th consecutive year that Quang Ninh holds the PCI Champion position and continues to be in the leading group of PAR Index, SIPAS, ICT.
Culture, society and people have made progress in many aspects; social security has received special attention. The situation of people, ethnic groups and religions in the province is stable, the people are united and trust the leadership of the Party. Total social security expenditure for the whole year is estimated at 1,897 billion VND, up 23% over the same period. Job creation increased for 31,350 workers, reaching 104% of the annual plan. The quality of health services and population quality are focused on improving. The education and training sector has many high achievements. The average high school graduation exam score ranked 25th out of 63 provinces and cities, up 11 places compared to the previous year, the highest ever. In the national high school student selection exam for the 2023-2024 school year, the province won 85 prizes, the highest in the past 6 years, ranking 8th out of 70 participating units.
State management of planning, land, resources and environment is focused. National defense, security, border and island sovereignty are maintained; social order and safety are ensured, no sudden or unexpected incidents occur. Foreign affairs activities are promoted, expanded and improved in quality and efficiency; making an important contribution to the official opening of the Hoanh Mo - Dong Trung bilateral border gate pair and the Bac Phong Sinh - Ly Hoa customs clearance.
Opinions presented at the conference also focused on carefully analyzing limitations, difficulties, obstacles, and causes, especially subjective causes; at the same time, contributing tasks and solutions to effectively implement goals, targets, and tasks in 2025 - the final year of the 2020-2025 term.
Concluding the conference, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, highly appreciated the enthusiastic and responsible opinions of the members of the Provincial Party Committee Standing Committee. He assigned the staff agency to receive opinions to complete the report assessing the situation and results of work in 2024 and the draft Resolution on directions and tasks for 2025, which are practical and feasible, creating motivation in leadership and direction, and completing tasks in the coming year.
Agreeing on some contents to complete the report to the Provincial Party Committee on the direction and tasks for 2025, the Provincial Party Secretary requested that first of all, it is necessary to choose the theme of work for next year, the main content focusing on creating a socio-economic breakthrough in accordance with the direction of the Central Committee: Socio-economic development is the center; Party building is the key; cultural development is the foundation; ensuring national defense and security is essential and regular.
Regarding tasks and solutions for the coming year, focus on preparing and successfully organizing party groups at all levels and the 16th Provincial Party Congress towards the 14th National Party Congress; resolutely, comprehensively and regularly deploy the work of building and rectifying the Party and the political system in terms of politics, ideology and ethics; focus on building a contingent of capable cadres, civil servants and public employees who dare to think, dare to do, dare to take responsibility; resolutely and persistently fight against corruption and negativity, practice thrift, fight waste, and streamline the apparatus.
Along with that, it is necessary to promote the work of building and rectifying the Party and the political system, continuing to create breakthroughs for socio-economic development. In particular, it will consider and focus on removing bottlenecks and obstacles of key projects and important works being implemented in the province; promote the development of digital economy and digital transformation; review the existing specific mechanisms and policies of Van Don Economic Zone, proactively report and propose to the Central Government to allow Quang Ninh to build new specific mechanisms and policies for the Economic Zone suitable to the new situation. Focus on economic reconstruction after storm No. 3; improve the effectiveness and efficiency of budget revenue and expenditure management and public investment; ensure social security.
From now until the end of the year, the Provincial Party Secretary requested all levels, sectors and localities to concentrate and make determined efforts to complete the targets and objectives for the whole year of 2024 at the highest level. In particular, there must be solutions to support and promote economic sectors with a large proportion, especially the coal industry and some areas that still have room.
