On the afternoon of November 12, in Ha Long City, the Standing Committee of the Ha Long City Party Committee and the Standing Committee of the Provincial Police Party Committee worked on leadership and direction to ensure security and order, build the Ha Long City Police force and prepare for the Party Congresses at all levels for the 2025-2030 term. Comrade Vu Quyet Tien, Member of the Provincial Party Committee, Secretary of the Ha Long City Party Committee and Colonel Tran Van Phuc, Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Provincial Police Department co-chaired.
In the first 10 months of 2024, the Standing Committee of the Ha Long City Party Committee focused on directing Party committees, authorities, departments, branches, and organizations from the city to the grassroots level to continue to thoroughly grasp and effectively and promptly implement the Party's guidelines and policies, the State's policies and laws on ensuring security and order in the new situation, in conjunction with resolutions, directives, and specialized plans of the Central Government, the province, and the city on protecting national security, ensuring social order and safety, and fighting against crimes and violations of security and order laws.
The Standing Committee of the Ha Long City Party Committee reviewed, proposed to adjust and supplement the Coordination Regulations between the Ha Long City Party Committee and the Provincial Police Party Committee in accordance with the requirements of the tasks; issued the Coordination Regulations between the City Police Party Committee and the Party Committees of 33 communes and wards; between the City Police and the City Military Command, the Border Guard Station of Hon Gai Port, and the departments, offices, units, organizations and unions of the city, contributing to improving the effectiveness and efficiency of state management of security and order in the city. At the same time, directed the Organizing Committee of the City Party Committee to issue Guidelines on the arrangement of Commune-level Police Chiefs to participate in Party Committees and Standing Committees of Party Committees of communes and wards; directed the work of building and expanding movement models for 6 grassroots security models associated with building model ward police in security and order and urban civilization...
With the leadership and direction of the Party Committee and the government, the work of ensuring political security in Ha Long city has been strengthened, ensuring absolute safety and security for 25 domestic delegations; 31 foreign delegations and 97 cultural and political events taking place in the area. The crime situation regarding social order has been basically controlled, the crime situation has decreased sharply compared to the same period; 19 groups have been dismantled, 106 criminals have been arrested. The grassroots security models and security camera systems have been effective in grasping, handling and investigating cases. The crime situation and drug abuse have been basically controlled. In 10 months, the City Police have detected, investigated and handled 131 cases of 331 subjects violating drug laws; mobilized 120 subjects to voluntarily undergo drug rehabilitation.
Speaking at the meeting, Comrade Vu Quyet Tien, Member of the Provincial Party Committee, Secretary of the Ha Long City Party Committee, proposed to the leaders and the Provincial Police Party Committee a number of issues such as: Paying attention to supplementing the leadership and command staff, officers and soldiers for the Ha Long City Police; strengthening coordination in personnel preparation, ensuring security and order for Party Congresses at all levels; investing in building facilities and working offices of the Commune and Ward Police in the area to achieve the set goals on schedule.
Colonel Tran Van Phuc, Party Secretary and Director of the Provincial Police Department, affirmed that the support of the Party Committee and authorities has brought about positive results, firmly ensuring security and order in Ha Long City - a foreign affairs area of international stature.
In view of the strategic economic and political role and position of Ha Long City, he emphasized that close coordination between the police force and the Party Committee and government in ensuring security and order and economic development is extremely important. This was clearly demonstrated during storm No. 3, when the two sides coordinated closely and promptly, not hesitating to sacrifice and hardship together with the people to overcome the damage after the storm.
In the coming time, the Director of the Provincial Police Department suggested that the two sides should continue to strengthen coordination based on decisions and regulations on coordination between the Central Public Security Party Committee and the Provincial and Municipal Party Committees directly under the Central Government; and have solutions in the investment and construction of police headquarters at all levels. The Ha Long City Police Department must proactively advise the City Party Committee on personnel preparation, ensuring absolute security and safety for Party congresses at all levels taking place in the area.
He also emphasized that the Provincial Police Party Committee will increase staffing, appoint leaders, commanders, and mobilize officers and soldiers for the city police to meet the requirements and tasks set forth. The police force will accompany the Party Committee and government to develop the economy; there will be many solutions to avoid tax evasion, avoid buying and selling invoices, control e-commerce, thereby increasing budget revenue to effectively serve the cause of local economic and social development.
