Economic - Budget Committee reviews reports and draft resolutions submitted to the 13th session of the Provincial People's Council

Ms. Ly Thi Phuong Dien, Head of the Economic - Budget Committee (Provincial People's Council) agreed with the audit contents.

Participating in the report on the implementation of the socio-economic development plan, ensuring national defense and security in 2023 and the plan for 2024; the draft resolution on goals and tasks in 2024, some opinions suggested clarifying the following contents: Up to now, 95% of urban residents have access to clean water, not yet reaching the plan (99%); 88% of urban solid waste is treated; how many OCOP products are there in the whole province, how many products can meet large quantities?

Regarding the report on the implementation of local budget revenue and expenditure tasks in 2023; the estimate and allocation of local budget estimates in 2024 and the draft resolution on the estimate and allocation of local budget in 2024, the 3-year state budget financial plan for 2024 - 2026, delegates discussed and clarified the amount of environmental protection fees collected for mineral exploitation; the budget for paying allowances for part-time workers at the commune level; the level of support for people working directly in villages, hamlets, and residential groups.

Regarding the state budget investment plan for 2024, delegates focused on clarifying the following contents: Some projects do not have enough detailed allocation procedures; some projects have inappropriate capital allocation; the remaining funds for compensation, site clearance, and resettlement support projects for the Dien Bien Airport upgrade project in 2023. The Economic - Budget Committee also requested the Provincial People's Committee to allocate capital for projects to ensure investment time; urge departments, branches, People's Committees of districts, towns, cities, and investors to focus on accelerating progress.

The meeting discussed and agreed on the following contents: Report on the settlement of local budget revenue and expenditure in 2022; the implementation of 3 national target programs in 2023; the provincial state financial report in 2022; approval of the provincial planning for the period 2021 - 2030, with a vision to 2050; approval of prices of irrigation public services and products in 2023 in the province; specific regulations on a number of contents and support levels under the national target program on new rural construction in the period 2021-2025 in the province; amendments and supplements to a number of articles of Resolution No. 30/2020/NQ-HDND dated December 8, 2020 on the assignment of environmental protection expenditure tasks and economic expenditure tasks on environmental resources in Dien Bien province; Amending and supplementing a number of provisions on environmental protection fees for mineral exploitation of Resolution No. 21/2020/NQ-HDND dated July 15, 2020 of the Provincial People's Council regulating the collection, exemption, reduction, collection, payment, management and use of fees and charges in the province.
