In September 2024, storm No. 3 hit the North, leaving a deep wound on Yen Bai land with 54 dead, 42 injured, and more than 27,300 damaged houses. While people sought safe shelter, there were People's Police soldiers who defied danger to protect the peace of the people. Among them, Senior Lieutenant Doan Hai Ha, 29 years old, an officer of the Staff Team, Fire Prevention and Rescue Police Department, Yen Bai Provincial Police, with his story, became an example of courage and humanity.
The story of his rescue journey in the dark of night and his right decision is not only a miracle, but also a "melody" that touches people's hearts, a living testament to the spirit of a peaceful life, and a lifelong commitment to serving the people.
Balance between risk and hope
A distress call from Group 4, Yen Ninh Ward, Yen Bai City rang out in the pitch darkness of September 9, 2024. An old house had completely collapsed, burying four people under a pile of concrete and mud. The floodwaters were rising, and the slope was about to collapse again. Without hesitation, Senior Lieutenant Doan Hai Ha and his teammates ignored the danger and quickly approached the scene. The situation became even more dire as one person had died, one had just been rescued, and two were still trapped under the rubble.
With experience and calmness, Lieutenant Ha quickly used hydraulic pliers to separate each centimeter of the concrete. After much effort, he saved one victim. The other person had his leg broken by the door frame and the house beam, lying under a large piece of concrete - part of the structure that was supporting other debris in a fragile state of balance.
In the panic, the surrounding people repeatedly urged the officers to amputate the victim's leg to save his life, but Lieutenant Ha, with a determined look in his eyes, refused. The decision not to amputate the victim's leg was not only a technical choice, but also a deeply humane act.
At that moment, the victim, with a pale face from pain and blood loss, eyes filled with tears, begged for life, but at the same time said: "Cut off my leg, I can't take it anymore!" The family stood not far away, tears streaming down, helplessly watching their loved one facing the boundary between life and death. The pressure weighed heavily on Senior Lieutenant Ha's shoulders because a wrong decision could cause the entire structure to collapse, burying everyone, from the victim to his own working group.
With years of experience in training and combat, he realized that amputating the leg required moving a piece of concrete, and even the slightest vibration could upset the delicate balance, leading to disaster. He told his teammates: "There must be another way. We can't let them lose a body part if there is hope." At all costs to save the victim, he commanded the rescue team to use hydraulic pliers and support tools to separate each centimeter of concrete, carefully digging through the mud bit by bit.
The rain continued to pour, the ground beneath his feet threatened to swallow him, but his hands never stopped. For more than 3 hours in those harsh conditions, he and his teammates fought against time, against nature, and against the growing despair in the hearts of the victims.
Joy and tears
At 2:00 a.m. on September 10, 2024, when the last piece of concrete was lifted just enough, the victim was freed without having to amputate his leg. The rescue team's sighs of relief mingled with the family's sobs. The victim, despite being exhausted, still tried to raise his head, his eyes filled with gratitude towards Lieutenant Ha - who had not abandoned them in their darkest moment. The mother hugged her child, whispering: "Thank you... thank you for saving my child's legs!"
Lieutenant Ha's decision not only saved a life, but also gave the victim the chance to walk on his own two feet, avoiding the incurable mental "scars" that an amputation surgery can leave. In the context of the storm No. 3 that has taken so many lives, that action is like a ray of light, an affirmation that even between the line of life and death, compassion and perseverance can still win.
Lieutenant Ha’s decision not to amputate the victim’s leg is a testament to his excellent professional skills, calmness under pressure and above all, a kind heart. He did not choose the easy solution, but chose the more difficult path to protect the victim’s life.
In an emergency situation, when every second counts, that decision may be controversial - but it is that responsible risk that makes the miracle happen. His action touched the hearts of the people who witnessed it. It was not only because of his bravery, but also because of his deep emotions: the image of a soldier soaked in the rain and storm, his hands shaking with cold and fatigue, but his eyes shining with faith in completing the mission.

Not only stopping at the rescue mission at Group 4, Yen Ninh Ward, Senior Lieutenant Ha and the Yen Bai Fire Prevention and Rescue Force also participated in dozens of other missions to overcome the consequences of storm No. 3. They searched for victims in the rubble, waded through strong floods, evacuated hundreds of households from dangerous areas and distributed hundreds of relief meals. Facing floodwaters, fallen trees, landslides and countless dangers, Senior Lieutenant Ha and his teammates never faltered. His teammates shared: "Senior Lieutenant Ha is always the first to volunteer. No matter how tired or dangerous, he never gave up. He said that every cry for help is a life and we cannot miss it even for a second."
The story of Senior Lieutenant Doan Hai Ha is a vivid testament to the bravery and humanity of the Vietnam People's Public Security Forces. The image of the officers and soldiers of the Fire Prevention and Rescue Force drenched, their hands shaking with cold, but their eyes shining when completing their mission has been deeply engraved in the hearts of the people of Yen Bai. His silent sacrifice not only saved two lives but also lit up hope in the most difficult days.
After the storm, Yen Bai people still told each other about that soldier, as a word of gratitude to the heroes who were ready to stand up in the storm.
