Promulgating regulations on prices of public irrigation products and services in 2022

The Provincial People's Committee has just issued Decision No. 1638/QD-UBND, dated August 31, 2023 on Regulations on specific prices of public irrigation products and services in 2022 for irrigation works using State capital in Dak Lak province.

Accordingly, the specific prices of irrigation public products and services in 2022 are calculated based on the 2021 prices stipulated in Resolution No. 43/NQ-HDND dated December 20, 2021 of the Provincial People's Council on the prices of irrigation public products and services in 2021 for irrigation works using State capital in Dak Lak province.

Ea Kpal irrigation project (M'Drắk district) provides irrigation water for 35 hectares of rice fields of local people.

Specifically: For rice land, the unit prices are calculated as follows: irrigation by power is 1,629,000 VND/ha/crop; irrigation by gravity is 1,140,000 VND/ha/crop; irrigation by gravity and combined with support by power is 1,385,000 VND/ha/crop.

In the following cases: partial active irrigation and drainage (areas where the project brings water into or drains water from the canal head culvert, but is still irregular, water users still have to pump and drain during the production season), the price is 60% of the above unit price; only creating irrigation and drainage sources by gravity, the price is 40%; only creating irrigation and drainage sources by dynamic forces, the price is 50%; must create sources from level 2 or higher for projects built according to planning and approved by competent authorities, the price is calculated to increase by 20% compared to the above price; must separate prices for irrigation and drainage on the same area, the price for irrigation is 70%, for drainage is 30% of the prescribed price.

For land for growing rice seedlings, vegetables, short-term industrial crops including winter-spring crops, the price is equal to 40% of the price of public irrigation products and services for rice-growing land.

In addition, depending on the construction measures (electric pumps or dams, canals), the price of water supply for livestock and aquaculture is calculated from 900 - 1,320 VND/m ³ ; water supply for irrigation of long-term industrial crops, fruit trees, flowers and medicinal plants from 840 - 1,020 VND/m ³ or calculated per hectare at a price equal to 80% of the price of public irrigation products and services for rice-growing land for one year according to regulations; water supply for aquaculture from 600 - 840 VND/m ³ or 250 VND/m ² of open surface/year.

Drainage in rural and urban areas, except for inner-city areas, the price is equal to 5% of the price of public irrigation products and services for irrigation of rice-growing land/crop.

The specific prices of public irrigation products and services in this decision are prices excluding value added tax as prescribed in Article 5 of the Law on Value Added Tax and its amendments and supplements.

The prices of irrigation public products and services prescribed in this Decision are the basis for owners of irrigation works; managers of irrigation works; organizations and individuals exploiting irrigation works (for irrigation works using State capital) to collect money for supplying irrigation public products and services and settle the funding to support the use of irrigation public products and services in 2022 in Dak Lak.

The Provincial People's Committee assigns the Department of Agriculture and Rural Development to preside over and coordinate with relevant agencies to be responsible for urging, guiding and inspecting the implementation of this decision; assigns the Department of Finance to preside over and coordinate with the Department of Agriculture and Rural Development to guide, inspect and urge payment procedures and settlement of money collected from the provision of public irrigation products and services by service providers; assigns the People's Committees of districts, towns and cities to inspect, review and confirm the annual irrigation area established by the public irrigation service management unit.
