On behalf of the Provincial Party Committee, Provincial Party Secretary Hoang Trung Dung has just signed and issued a Resolution on building and developing Ha Tinh culture and people in the new period.

The resolution sets the general goal of building and comprehensively developing Ha Tinh culture and people imbued with national spirit, rich in homeland identity, selectively absorbing advanced cultural values. Constantly improving the material and spiritual life of the people, narrowing the gap in development levels between regions and residential areas. Taking care to build a cultural environment in families, clans, residential areas, agencies, units, schools, and enterprises. Preserving and promoting traditional cultural values; developing unique cultural and tourism products rich in identity; developing diverse types of literature and art. Focusing on investing resources for comprehensive cultural development, becoming an endogenous strength, a driving force for Ha Tinh to develop rapidly and sustainably, soon becoming a well-off province in the country.

Key targets by 2030 - All people enjoy and participate in cultural activities; over 95% of households are cultural; over 60% of people exercise and play sports regularly; over 98% of villages, hamlets, and residential groups are recognized as cultural residential areas; 80% of agencies, units, and enterprises meet cultural standards (of which 100% of agencies and units meet cultural standards); 100% of district-level administrative units meet new rural standards; 100% of ward-level administrative units meet civilized urban standards; 100% of communes, wards, and towns have effective Vi and Giam folk singing clubs; 100% of industrial parks and economic zones have cultural and sports centers. - 100% of agencies and units develop and implement regulations on office culture, discipline and order; over 95% of residential areas implement village covenants and conventions well. - 100% of youth and children in the province are educated, experience, and learn about the historical and cultural values of their homeland and country; physical education, life skills, communication and behavior, and regularly play at least one sport. - 100% of special national relics, national relics, provincial relics are digitized and invested in, preserved and promoted; cultural heritages recognized by UNESCO, national intangible cultural heritages are protected and promoted. There are at least 3 more relics ranked as special national relics, 20 national relics, 1 national treasure and 5 intangible cultural heritages listed in the national intangible cultural heritage list. - Over 90% of ancient, rare documents and document collections of special historical, cultural and scientific value are collected, managed and digitized. 100% of documents and artifacts at the Provincial Museum are digitized. - 100% of data on tourist areas, attractions, historical sites, accommodation establishments, travel agencies, tourist transport, and tour guides are digitized and electronic transactions are conducted in tourism activities. Building performance spaces at key historical sites, tourist areas, and attractions. Strive for cultural industry revenue to reach a fairly good level nationwide. 100% of cultural management staff at all levels have appropriate professional qualifications from college level or higher, and are trained and improved to meet task requirements. - Increase the proportion of state budget investment in cultural activities out of total annual budget expenditure to an average of 2% or more. | |

Building a comprehensively developed Ha Tinh people, possessing all the good qualities of Vietnamese people and the unique values of Ha Tinh people: Love for homeland and country; solidarity, loyalty, diligence, studiousness; dynamism, creativity; discipline, respect for honor, respect for the law; friendly behavior towards the natural environment; self-reliance, self-improvement, aspiration to rise up, meeting the requirements of integration and development. Creating a strong change in awareness, understanding, and pride in the history and culture of homeland and nation.
Building a healthy cultural environment, civilized lifestyle in families, clans, localities, communities, agencies, units, schools, businesses, culture in politics and economics, culture in public places... creating a healthy environment to form and comprehensively develop the personality of Ha Tinh people.
Innovate and improve the quality of cultural activities, especially at the grassroots level. Ensure fairness in cultural enjoyment for all people. Enhance the promotion of the image of Ha Tinh culture and people to domestic and international friends, associated with the promotion of investment, trade, services and tourism.
Preserve and promote cultural heritage values to serve socio-economic development; promote the digitalization of cultural heritage. Mobilize social investment resources to promote traditional cultural values, encourage the creation of new cultural values, and absorb the quintessence of human culture. Create brands for typical cultural products of Ha Tinh.
Focus on developing the fields of literature and art commensurate with the potential, advantages, cultural traditions and people of Ha Tinh, contributing to effectively implementing political tasks and constantly improving the spiritual life of the people.
Regularly take care of building a team of cadres at all levels in the fields of culture, literature and art. Focus on attracting, training and fostering a team of strategic cadres in culture, young cadres, leaders and managers; employ and treat cultural experts, artisans and stage names well; build, consolidate and promote the role of the team of cultural cadres at the grassroots level.
