Resolution No. 18-NQ/TU dated December 22, 2023 of the Provincial Party Committee on "Building and developing Ha Tinh culture and people in the new period" was issued, setting out many specific tasks and solutions to bring culture to new heights.
Ha Tinh Newspaper reporter had a conversation with Mr. Bui Xuan Thap - Director of the Department of Culture, Sports and Tourism about the implementation of the resolution.

PV: As the unit in charge of the cultural sector, after Resolution No. 18-NQ/TU dated December 22, 2023 of the Provincial Party Committee on "Building and developing Ha Tinh culture and people in the new period" (hereinafter referred to as Resolution No. 18) was issued, how has the Department of Culture, Sports and Tourism implemented the steps, sir?
Mr. Bui Xuan Thap: After the Provincial Party Committee issued Resolution No. 18, the Department of Culture, Sports and Tourism has been advising the Provincial People's Committee to develop an implementation plan. To develop the plan, we have collected opinions from units and establishments to be able to develop the contents in a practical and comprehensive manner in implementing the goals and tasks of the resolution.
The plan focuses on key contents such as: Building Ha Tinh people to develop comprehensively; building a healthy cultural environment; improving the quality of cultural activities; preserving and promoting the value of cultural heritages; developing literature and arts; developing the cultural industry; and at the same time, proposing 4 main solutions to effectively carry out the above tasks.
As the responsible unit of the cultural sector, the department focuses on 5 key tasks. That is to preside over and coordinate with relevant departments, branches, sectors, People's Committees of districts, cities, and towns to advise on perfecting the system of legal documents on the cultural sector in the province according to regulations; synthesize and review the proposed list of investment projects, the contents of the implementation tasks; develop plans and budgets to ensure consistency with the overall program, consistent with the ability to balance the budget and the ability to attract resources.
At the same time, directly advise on the implementation of goals, tasks and solutions for the development of the fields of culture, sports and tourism; implement strategies, plans, programs and development plans for sectors under the State management of the Department approved by the Provincial People's Committee.

Along with that, the department also consults on the issuance of mechanisms and policies; supplements and completes specific policies in attracting, treating and training human resources such as: policies to support the creation of works, press, literature and art works; treating and honoring folk artisans, organizations and individuals who have contributed to preserving, transmitting and promoting national cultural values, building cultural and tourism works...

In its role, the Department will regularly monitor, inspect, evaluate the implementation, promptly adjust tasks and solutions in accordance with the practical situation, ensuring effective implementation of the Central's directive documents and Resolution No. 18. At the same time, preside over and coordinate with relevant departments, branches, sectors and People's Committees of districts, cities and towns to organize the implementation and take responsibility for the implementation of the plan; summarize the implementation of the plan, report to the Provincial People's Committee according to regulations. Coordinate with the Department of Planning and Investment, the Department of Finance to balance and allocate the annual State budget for the cultural sector to implement the tasks and projects of the plan.
PV: In your opinion, how does the implementation of Resolution No. 18 help the Department of Culture, Sports and Tourism overcome difficulties and obstacles in carrying out current cultural development tasks?
Mr. Bui Xuan Thap: Due to many factors, the implementation of cultural development tasks in Ha Tinh in recent years has encountered many difficulties. Some of the reasons include: lack of investment resources for cultural development; some party committees, authorities, organizations, and leaders have not paid due attention to the cultural field; leadership and direction have not been really drastic; lack of overall strategy to exploit and promote cultural values and human qualities. In addition, the mechanism and policies to mobilize social resources for investment in cultural development are not high; the work of planning, training, fostering, and arranging cultural cadres has not received due attention...

In that context, Resolution No. 18 was issued, setting out specific viewpoints, goals, tasks and solutions to overcome those limitations. In particular, the resolution has proposed specific solutions to carry out tasks such as: Strengthening the leadership and direction of Party committees and authorities at all levels, promoting the role of the Fatherland Front, socio-political organizations, and the participation of all classes of people in building and developing the culture and people of Ha Tinh; stepping up propaganda, education, and raising awareness for all levels, sectors, cadres, Party members, and all classes of people about building and developing the culture and people of Ha Tinh in the new period; promulgating mechanisms and policies, mobilizing and effectively using resources to build and develop the culture and people of Ha Tinh; creating and developing unique cultural and tourism products and services...
With specific and realistic solutions to the current situation, we believe that after Resolution No. 18 is implemented, it will remove difficulties and limitations in implementing cultural development tasks in the past time.
PV: In order for Resolution No. 18 to truly play its role and enter life, what should the grassroots do, sir?
Mr. Bui Xuan Thap: Resolution No. 18 was issued to demonstrate a new vision with many solutions to promote the development of Ha Tinh culture and people in the new period. Therefore, to successfully implement the contents of the resolution, the prerequisite is the need for the synchronous and drastic participation of the entire political system in implementing the assigned tasks.
In particular, Party committees, authorities and people need to have a correct and full awareness of the role, position and importance of culture for the development of the homeland and the country; pay attention and focus on building culture to truly become the spiritual foundation of society, the goal, endogenous strength, and driving force for sustainable development of the locality, "culture must be in harmony with economy, politics and society". Thereby contributing to improving the material and spiritual life of the people, promoting socio-economic development.

Specifically: Relevant departments, branches, sectors and organizations within the scope of their assigned functions and tasks, coordinate with the Department of Culture, Sports and Tourism to deploy the tasks of the resolution implementation plan; organize cultural and artistic activities, and build a cultural environment in the fields and sectors under their responsibility. Districts, towns and cities need to develop specific plans to effectively implement the plan in their localities and units.
