Issue a plan to implement 'Food Safety Action Month' in 2024

In recent years, food safety work has received attention and direction from the entire political system from the central to local levels; Party committees and authorities at all levels have taken action and created clear changes, achieving important achievements in all fields.

Propaganda, inspection and testing of food safety have been enhanced, contributing to timely prevention and reduction of food safety risks, especially reducing poisoning incidents in industrial zones.

The system of legal documents, regulations and standards on food safety basically meets the requirements of state management and international integration. Clean raw material areas and safe food supply chains have been initially formed; The fight against commercial fraud in food production and trading has gradually achieved many successes. Consumer awareness and responsibility have been raised.

However, in addition to the achievements, the work of ensuring food safety still reveals many shortcomings and limitations. There is the smuggling of some hazardous foods, many types of food with new business forms (such as business and advertising on multinational social platforms) that are difficult to manage.

Post-inspection capacity is still limited; there is a shortage of deployment forces, especially at the district and commune levels. Information technology has not been applied in food safety management. The above situation has posed new requirements: promoting the responsibility of Party committees and local authorities, especially grassroots authorities, in ensuring food security and safety.

Food security and safety are important, urgent, and long-term issues; they directly impact and influence the health and quality of the nation's race. On October 21, 2022, the Secretariat issued Directive No. 17-CT/TW of the Secretariat on "Strengthening food security and safety in the new situation".

To further strengthen the work of ensuring food safety and security, enhance the role and responsibility of Party committees and authorities at all levels, managers, food producers, traders and consumers; to increasingly meet the requirements of ensuring food safety and security, the theme of "Month of action for food safety" in 2024 is "Continuing to ensure food safety and security in the new situation".

The purpose of the plan is to promote propaganda, education, raise awareness, identify responsibilities and actions of Party committees, Party organizations, cadres, Party members and people in ensuring food security and safety.

Promote the role and responsibility of organizations, individuals and businesses in enforcing food safety laws; promptly inform about safe, high-quality food supply chains, violating establishments, and potential risks of food insecurity and safety.

In addition, strengthen inspection, examination and supervision of food security and safety work; resolutely combat, prevent and strictly handle organizations, individuals, production and business establishments that violate regulations on food security and safety.

Promote the role of authorities at all levels, management agencies, social organizations and consumer supervision in compliance with food safety laws for individuals and food production and trading establishments.

Along with that is improving the capacity to prevent and proactively handle food poisoning and food-borne diseases; minimizing poisoning due to consumption of unsafe food.

The plan will be implemented from April 15 to May 15, 2024 nationwide.

For communication campaign implementation activities, the Ministry of Health - Standing Committee of the Central Inter-sectoral Steering Committee on food safety coordinates with ministries, branches and localities to develop communication messages on ensuring food security and safety to serve the Action Month.

The Ministry of Health coordinates with the Ministry of Information and Communications and mass media agencies to disseminate and propagate food safety laws to target groups; disseminate knowledge on food poisoning prevention, commend organizations and individuals with initiatives and techniques to ensure food safety, contributing to economic development; publicize organizations and individuals who violate food safety regulations causing serious consequences.

The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade coordinate with the media to disseminate scientific knowledge on food safety, safe food production and business models; the harmful effects of fake and poor quality food; and publicize organizations and individuals violating food safety regulations according to the law.

Inter-sectoral inspection and examination activities at the central and local levels, in which the Central Inter-sectoral Steering Committee on food safety organizes inspection teams to inspect the implementation of the Central's direction on ensuring food safety of local Inter-sectoral Steering Committees on food safety and hygiene, the responsibility of local authorities in ensuring food safety in the management area; and on-site inspections at food production, trading and advertising establishments.
