Attending the meeting were members of the Provincial Party Standing Committee who are Deputy Heads of the Steering Committee and members of the Steering Committee; representatives of the Central Internal Affairs Committee; and staff assisting the standing agency of the Steering Committee.

Accordingly, since the 8th meeting of the Steering Committee, members of the Steering Committee have directed Party committees, Party organizations, agencies and units to continue to thoroughly grasp and fully and promptly implement resolutions, directives, regulations and conclusions of the Politburo, the Secretariat, the Central Steering Committee and the conclusions and directions of the General Secretary, Head of the Central Steering Committee.

Implementing the conclusion of the Provincial Party Secretary, Head of the Steering Committee at the 8th Session of the Steering Committee, the Standing Committee of the Steering Committee has directed the competent agencies to speed up the verification, investigation and handling of cases and cases. In particular, it has directed the prosecution agencies to coordinate with the competent agencies to urge the appraisal agencies and organizations to soon have appraisal conclusions and explain the appraisal conclusions to resolve the 2 cases, urgently focus on the progress of the investigation according to the request for additional investigation for the case of "Violation of management and use of state assets causing loss and waste" occurring at the Hac Thanh Tower Project; advise the Standing Committee of the Provincial Party Committee to direct the case of "Abusing position and power while performing official duties" occurring in Quang Chinh commune, Quang Xuong district; focus on directing the investigation and handling of difficult, entangled and prolonged cases and cases. Up to now, 1 case/4 defendants have been resolved and removed from the list of leaders, 2 cases/14 defendants have been investigated and prosecuted, the remaining 4 cases (2 cases, 2 incidents) are being focused on verification and investigation for handling according to the provisions of law.

Along with directing the handling of cases and incidents, the Steering Committee has also promoted the dissemination of Party policies and regulations and State laws on anti-corruption. The work of disseminating, disseminating and educating the law on anti-corruption continues to be carried out by departments, branches, localities and units with many diverse and rich forms... The whole province organized 58 classes on anti-corruption law with 8,646 participants; printed and circulated 700 documents on anti-corruption; many localities and units carried out the dissemination of the law on anti-corruption on mass media, on the unit's electronic information page and on the internal communication system and grassroots radio.

The Steering Committee has established 2 inspection teams to inspect the responsibilities of heads of local Party committees, authorities, sectors, agencies and units in leading, directing and organizing the implementation of anti-corruption work and has issued a Notice of the Steering Committee's inspection conclusion, inspecting the leadership, direction and implementation of the handling of evidence and assets temporarily seized, seized and frozen during the investigation, prosecution, trial and execution of judgments in corruption and negative cases for 3 agencies and units...

After listening to the Steering Committee members' comments on the report and documents presented at the meeting, and concluding the meeting, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, emphasized: Since the 8th meeting, all levels, sectors, and members of the Steering Committee have closely followed the 2024 tasks and the 8th conclusion of the Steering Committee to well organize the assigned tasks.

The Steering Committee has organized propaganda and dissemination of laws, especially documents on the fight against corruption; continued to thoroughly implement the fight against corruption with a resolute, continuous, non-stop spirit and no forbidden areas. The Provincial Steering Committee has also continued to direct inspection and examination agencies to focus on inspecting and supervising sectors, fields and areas prone to corruption and violations to develop early and prevent in time to avoid major consequences. At the same time, the Steering Committee has focused on directing sectors and localities to seriously implement the conclusions of inspection agencies at all levels, inspection agencies, especially the conclusions of the Audit in the spirit of both overcoming consequences and clarifying responsibilities if any... drawing lessons in performing tasks and in leading and directing implementation.

The Steering Committee continues to closely monitor and regularly direct the agencies conducting the proceedings to speed up the investigation, prosecution and trial of cases under the supervision and direction of the Steering Committee to bring them to trial soon. The agencies of the Fatherland Front and socio-political organizations have increased their listening to the opinions of the people. In addition, they have strengthened supervision and social criticism of areas related to the settlement of work of the people and enterprises, especially in the areas of land use management, environment... to make recommendations to the Provincial Steering Committee for direction and handling.

Regarding the tasks from now until the end of the year, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen stated: There are only more than 2 months left until the end of 2024, so the Steering Committee and members of the Steering Committee need to uphold their sense of responsibility and focus on speeding up the progress of prosecuting and trying cases and incidents under the supervision of the Steering Committee, especially in December 2024, the Hac Thanh Tower case must be brought to trial.

The provincial police continue to direct the prosecution and appraisal agencies for a number of cases and incidents under investigation. The Steering Committee continues to direct the sectors, localities, agencies and units to seriously implement the conclusions of the investigation, inspection and audit agencies, and must not let the conclusions be forgotten but must be implemented continuously.

The Standing Deputy Secretary of the Provincial Party Committee stated: Strictly implementing the conclusions of inspections, checks, and audits not only ensures the rule of law, but also provides an opportunity for sectors, localities, agencies, units, and individuals to overcome and correct mistakes... In addition, the Steering Committee needs to remind the Standing Committees of the District Party Committees to direct the People's Committees of the districts to closely coordinate with the Court in resolving administrative cases.

The Standing Deputy Secretary of the Provincial Party Committee also requested the Steering Committee to strengthen coordination according to the functions and tasks of the prosecution agencies, inspection, examination and auditing agencies in handling cases and incidents; assign the Provincial Party Committee's Internal Affairs Committee - the standing agency of the Steering Committee to prepare documents and contents to prepare for the Steering Committee's summary conference at the end of 2024. According to him, the important thing in the summary is to advise on the development of the Steering Committee's work program and plan in accordance with the Central's direction, suitable to the province's conditions in the context of organizing Party Congresses at all levels for the 2025-2030 term.

He agreed with Report No. 30 on the progress in resolving cases and incidents under the monitoring and handling of the Provincial Steering Committee; and agreed to put the case of abuse of position and power in the performance of official duties that occurred in Quang Chinh commune, Quang Xuong district under the monitoring and handling of the Steering Committee.

Regarding the draft Project on identifying, detecting, and handling negative harassment (petty corruption) in handling work for people, organizations, and businesses by officials, civil servants, and public employees in the province, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen basically agreed with the contents presented by the Provincial Party Committee's Internal Affairs Committee at the meeting, and suggested that it is necessary to add more solutions on handling documents and procedures for people and businesses to move towards a digital platform, creating conditions for Thanh Hoa province to build a digital government, as a basis for leading the digital economy and digital society.
