In 2023, the Steering Committee and the Standing Committee of the Steering Committee will hold a conference to review the Steering Committee's activities for one year. Issue documents to specify important policies of the Central Government such as: controlling power and preventing and combating corruption and negativity in personnel work; arranging work for cadres under the management of the Provincial Party Committee Standing Committee after being disciplined; strengthening the Party's leadership in preventing and combating corruption and negativity in bidding and construction investment in the province...

For 16 cases and incidents under the monitoring and direction of the Steering Committee, new prosecutions have been initiated, additional prosecutions have been initiated for 5 cases/28 defendants, and charges have been changed for 2 cases; to date, 4/16 cases and incidents have been removed from monitoring and direction.

Party committees and authorities from the provincial to the grassroots levels have closely followed the guiding ideology of the General Secretary , Head of the Central Steering Committee on preventing and combating corruption and negativity, and the key work program of the Provincial Steering Committee to propagate, disseminate, thoroughly grasp, and seriously implement solutions to prevent corruption and negativity, and achieved positive results on both "prevention" and "combat".

In addition to the achieved results, the work of preventing and combating corruption and negativity still has some limitations. The awareness of the role and importance of some cadres and party members in the work of preventing and combating corruption and negativity is not high. Coordination between agencies in the Internal Affairs sector is sometimes not timely. Due to difficulties and obstacles in asset appraisal and valuation, the results of resolving some cases and incidents have not ensured progress according to the set plan.

To continue to improve the effectiveness of anti-corruption and anti-negativity work in the province in 2024, the Steering Committee requests:

Agencies, units and localities focus on directing the correction and overcoming of the limitations, difficulties and obstacles that have been pointed out. Promote and improve the effectiveness of propaganda, dissemination and education of the law; build a culture of integrity, self-awareness and exemplary implementation of the Party and State's regulations on preventing and combating corruption and negativity among cadres, party members, civil servants, public employees and the people, in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Effectively implement the Politburo's regulations on controlling power and preventing and combating corruption and negativity in personnel work, inspection, supervision, party discipline enforcement, inspection, investigation, prosecution, trial, and execution of sentences.

Strengthen inspection, supervision and monitoring of areas prone to corruption and negativity, prominent issues that cause social outrage, specialized areas, closed and secretive activities that are prone to violations, especially finance, budget, bidding, procurement, land, minerals... to promptly detect and rectify.

Based on the key work program of the Steering Committee and the practical situation, local Party committees, agencies and units strengthen inspection and supervision of the leadership and direction of the implementation of the Party and State's policies and guidelines on preventing and combating corruption and negativity.

Continue to strictly implement the coordination mechanism for detecting and handling violations in the process of inspection, examination, investigation, prosecution, trial, and execution of judgments; overcome the situation of fear of making mistakes, not daring to do things, and working half-heartedly among a number of cadres and civil servants, especially leaders and managers at all levels; resolutely prevent and strictly handle cadres, civil servants, and employees who harass, extort, and cause trouble for people and businesses; overcome the evil of "petty corruption" that causes resentment in society.

Party committees and organizations at all levels shall direct the review, consideration of resignation, dismissal, and job assignment for cadres after being disciplined in accordance with the policies, regulations, and instructions of the Central and the province.

Assign the Provincial Party Committee's Internal Affairs Committee (Standing Body of the Steering Committee) to advise on the completion of the timely issuance of the Steering Committee's key work program and inspection plan for 2024; preside over and coordinate with relevant agencies to advise on the completion of procedures to request the Central Internal Affairs Committee to remove 3 cases from the monitoring and direction list in the province; at the same time monitor and urge the implementation of the conclusions of the Head of the Steering Committee at the meetings of the Steering Committee and the Standing Committee of the Steering Committee.
