Provincial Digital Transformation Steering Committee deploys tasks for the last 6 months of 2024

(Portal) This morning, June 28, 2024, the Provincial Steering Committee for Digital Transformation (SCDT) held a meeting to evaluate the results of implementing digital transformation work according to Decision No. 1982/QD-UBND dated July 29, 2022 of the Provincial People's Committee and the first 6 months of 2024, and at the same time set out directions and tasks in the coming time. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung, Head of the Provincial Steering Committee for Digital Transformation; Vice Chairman of the Provincial People's Committee Hoang Nam chaired the meeting.

In recent times, with the active participation of all levels, sectors and the whole society, the digital transformation process in the province has achieved some remarkable results; the digital transformation assessment index of Quang Tri province has improved, the component scores on digital awareness, digital institutions and digital infrastructure have all increased significantly. Media agencies closely follow political tasks, coordinate closely, and open specialized pages and columns on digital transformation.

To date, 92.7% of households have a smartphone; the rate of Internet users (fixed and mobile) is 103.97%; the rate of households with Internet connection is 72.595%; 100% of state agencies have dedicated data transmission network connection.

100% of departments, branches and localities have arranged full-time or part-time staff to advise on digital transformation and information security. 100 communes and 715 villages in the province have established community digital technology groups with 4,327 members participating.

The Provincial Electronic Information Portal and the Provincial Online Public Service Portal have so far been connected to the National Monitoring Center for Digital Government (EMC) and have converted to IPv6 technology; Quang Tri has merged the Public Service Portal with the Provincial Electronic One-Stop Information System to form the Provincial Administrative Procedure Information System. The province has provided 647 partially online public services and 1,081 fully online public services. The province has 285,394 electronic identification records, of which 189,631 accounts have been activated....

Regarding the implementation of tasks according to Decision No. 1982/QD-UBND of the Provincial People's Committee, 11/11 assigned general task groups have been basically implemented. 11/21 tasks of developing digital government, 5/9 tasks of developing digital economy, 1/6 tasks of developing digital society have been deployed.

However, in addition to the achieved results, the awareness of digital transformation in some agencies and localities is not really clear; the content of digital transformation implementation in units, localities and fields has not been defined; the leaders of some units are not really interested in digital transformation. The database is not complete, the quality is not high, it needs to be updated and cleaned to connect and share. The local budget situation still faces many difficulties, so the budget for digital transformation is not commensurate with the tasks set...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam pointed out the unfinished tasks according to Decision 1982/QD-UBND; at the same time, he requested that the sectors, according to their functions and tasks, take responsibility for the digital transformation of their sectors; the Department of Information and Communications shall preside over and provide professional support to advise the Provincial People's Committee to direct and operate the digital transformation work in the whole province.

According to the Vice Chairman of the Provincial People's Committee, digital transformation is a process of transformation in thinking, awareness and action, so to successfully transform digitally, it is necessary to first transform awareness and thinking about digital transformation. Sectors need to outline a vision for their sector and locality to monitor and direct effective implementation.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that digital transformation is no longer strange because it is closely linked to real life and is one of the important solutions that need to be focused on to better serve people and businesses. This is also an important task and solution to serve the work of departments, branches and localities.

Identifying digital transformation as an inevitable task, both urgent and long-term; must be carried out urgently, persistently, continuously with sure steps, with focus and key points, the Chairman of the Provincial People's Committee requested that in the coming time, the Steering Committee review the tasks assigned to departments and branches, review the criteria for evaluating the digital transformation implementation of agencies from the provincial to grassroots levels.

Re-evaluate the organization and implementation of digital transformation from the management stage of the Provincial People's Committee and departments and branches, effectively exploit and avoid wasting infrastructure invested in digital transformation, innovate the operation of the Public Administration Service Center...

Departments, branches, sectors and localities focus on building and completing specialized databases and integrating them into the province's shared database warehouse to enrich data for the province. Continue to effectively implement Project 06.

The Department of Finance shall preside over and coordinate with the Department of Planning and Investment and relevant departments, branches and sectors based on the balancing capacity of the local budget, and advise competent authorities to arrange sufficient funding for digital transformation to meet the requirements and tasks set out.

The Department of Information and Communications coordinates with the Department of Home Affairs to monitor and evaluate in a substantial, objective and fair manner the results of digital transformation implementation of agencies and units as a basis for evaluating and classifying the annual task completion level of agencies and units in the province.
