This construction waste dump is located at the end of a newly built, unnamed asphalt road, next to Phan Dinh Phung Secondary School and near the Quang Tri Province Multi-purpose Gymnasium. The dump is about 300 square meters wide, about 4 to 5 meters high, with an estimated thousands of cubic meters of soil, rocks, debris and trash.

Through investigation, this construction waste dump was gathered by Duc Hanh Construction Joint Stock Company. According to the reporter's records on the morning of April 17, an excavator was leveling the dump and scooping up dirt and rocks for a truck bearing the words "Duc Hanh Construction Joint Stock Company" to transport away. During the operation of these trucks, dust flew into the sky, forcing nearby residents to close their doors, especially those downwind.
According to local residents, this construction waste dump site was established at the end of 2024. Initially, it was just a few scattered vehicles, but now it has grown as high as a mountain. The formation of a large dump site with vehicles operating all day in a residential area has affected people's lives, so people are very upset and worried, hoping that the government will intervene to resolve the issue.
There are about ten households directly affected by this construction waste dump because it is located right next to it. During the discussion, everyone expressed concern for the health of their family members and themselves, especially the children. According to the households, if this waste dump arose from the construction work here, the enterprise could temporarily gather it and then transport it away. However, the soil, rocks, and garbage are brought here by Duc Hanh Company from other places to dump, and when needed, they send trucks to transport them to the landfill, so it is unacceptable.
“On sunny days, when trucks dump dirt and rocks, the dust is so thick that it seeps into people’s houses, making the pollution unbearable. The windy season is coming soon, so I don’t know how much dust there will be. Not only is the dust caused by trucks, but the wind from the dump site blows straight into our houses. We close our doors all day, but it’s still dusty. I hope the government will soon step in to inspect and relocate this construction waste dump site, because it’s too much of a problem if it exists like this,” said Ms. Nguyen Thi Nhung (64 years old, Quarter 2, Ward 5).
In addition, residents also reported that Duc Hanh Company dumped a lot of debris and tree roots into the frequently flooded area in the residential area near Phan Dinh Phung Secondary School. The company even filled up part of the drainage ditch that they had just built. Residents are worried that just one heavy rain will cause the water to not drain quickly enough and their houses will be flooded. According to the reporter's observations on the morning of April 17, the residents' reflections are well-founded.
Discussing this issue, Vice Chairwoman of Ward 5 People's Committee Pham Thi Tuan Hong affirmed: "There is no regulation allowing construction waste and scrap yards in residential areas. Even construction material yards cannot be located in residential areas."
According to Ms. Hong, previously, the responsibility for handling this construction waste dump was under the authority of Dong Ha City Police. However, this unit has now been dissolved, so the ward is responsible for coordinating with the competent police unit to inspect and handle the matter.
Obviously, the formation of a construction waste dump with a volume of thousands of cubic meters in a residential area right in the heart of Dong Ha urban area is causing frustration and affecting the lives of the people. The authorities need to quickly step in to inspect and handle the situation to return a clean living environment to the people.
