Local efforts

The house of Mrs. Ho Thi Hiep (Long Son village, Tra Son commune, Bac Tra My) is gradually being completed and is expected to be put into use in the next few weeks. She shared that the old house has been dilapidated for many years, causing the couple to always live in a state of anxiety during the rainy and stormy season.

Working hard on rented farms all year round, but only making enough to cover their living expenses, the couple did not dare to think about building a new house. Fortunately, they received support from the local government of 60 million VND, and borrowed an additional 55 million VND to build a more solid house.

“Without the support of the State, we don’t know when we will be able to build a house like this. With a new house, my husband and I will work hard and develop the economy to soon pay off our debts and escape poverty,” said Ms. Hiep.

Not far from Mrs. Hiep’s house, Mrs. Ho Thi Lan’s house was also recently completed. Mrs. Lan shared that the old house was very degraded, if it was not rebuilt promptly, it would soon collapse.

Being a single mother with two small children, having a new house like this has been a long-time dream of the family. The house was built with 60 million VND in support from the State. Although it is not spacious, it is safe enough for the family to take shelter during the rainy season.

According to the report of the People's Committee of Bac Tra My district, the number of temporary houses for poor, near-poor households, and people with revolutionary contributions in the district in the period of 2023 - 2025 has been approved as 1,130 households, of which 729 new houses were built and 401 houses were repaired.

The District People's Committee has been supporting the elimination of 460 temporary houses from the budget of Resolution 13 of the Provincial People's Council and the capital of the National Target Program on Sustainable Poverty Reduction.

From now until the end of 2025, 670 households will be supported to build new houses or repair houses with a total proposed support budget of more than 35 billion VND. It is expected that by the end of 2024, the District People's Committee will support 241 more houses from the proposed capital source to transfer the sustainable poverty reduction program's career budget according to Resolution 111 of the National Assembly.

Need "clear household - clear policy"

Mr. Nguyen Thanh Trang - Chairman of Tra Son Commune People's Committee said that there are still 20 temporary houses in the commune, but these households have all escaped poverty or near poverty by 2023, so they are not eligible for support. This is a difficult problem for the locality, requiring authorities at all levels to issue support mechanisms or call for socialized resources to support the locality.

According to Mr. Thai Hoang Vu - Chairman of Bac Tra My District People's Committee, the supported cases are poor households, near-poor households, ethnic minorities, so the family's counterpart funding to build a house is very difficult.

Meanwhile, the support budget of the programs is still limited, the source of supplies and materials is scarce and the cost is high, so it is difficult to ensure the construction of houses with a solid scale and long-term use, especially in areas frequently affected by natural disasters and earthquakes.

Through review, many houses supported by programs 167, 134, 135 have been damaged and degraded after a long period of use, but are not receiving continued support in this program (according to the criteria in Clause 3, Article 3 of Circular No. 01 dated June 30, 2022 of the Minister of Construction).

“Currently, through review, the number of temporary houses of poor and near-poor households needing support has increased compared to the approved number of 310 houses, of which 275 new houses will be built and 35 houses will be repaired.

The District People's Committee has approved the supplementary list and proposed that competent authorities allow adjustments and supplements, and provide funding for implementation.

At the same time, it is proposed to supplement the compensation fund for the number of houses implemented in 2024, which is 243 houses, and the expected additional number in 2024 according to Resolution 13 of the Provincial People's Council, which is 241 houses" - Mr. Vu proposed.

Provincial Party Secretary Luong Nguyen Minh Triet shared the difficulties of Bac Tra My district and at the same time requested the entire political system to get involved, considering the elimination of temporary houses as a key task to make efforts to implement.

Localities need to be proactive, creative and flexible in mobilizing resources, implementing and engaging the participation of direct beneficiaries of the policy.

The urgent task is that Bac Tra My must have a firm grasp of the data and clearly identify which cases are truly temporary housing. Households with the need first will be given priority in resources. The person proposing the list in the residential area must be public, transparent, clearly target the subjects, and in accordance with the policy.

Proactively develop a plan to allocate resources according to each program, ensuring clarity and detail for each household for easy counting, review and thorough resolution, with the spirit of "clear households - clear policies".

In addition, it is necessary to mobilize the participation of the Front, unions and communities, especially organizing youth volunteer teams, local military forces and residential communities to participate in support to save costs for the people.

“The goal is to not let people live in temporary, dilapidated houses, including houses that people have enjoyed under previous programs but have deteriorated. If the Central Government does not regulate this, the province will calculate the implementation plan, ensuring the safety of the people is the top priority.

Of course, this temporary housing elimination program will not stop in 2025, but will be continuously implemented, especially in areas frequently affected by natural disasters" - Comrade Luong Nguyen Minh Triet emphasized.
