(BGDT) - As an industrial development locality, the number of workers from many other provinces and cities coming to live and work in Bac Giang is up to hundreds of thousands of people. In order for workers to feel secure in their work, stay with the enterprise for a long time, and help the enterprise stabilize production, Bac Giang is interested in and considers the development of social housing for workers as a key and urgent task.
Many projects are being implemented
On June 9, 2021, the Provincial Party Standing Committee issued Resolution No. 110-NQ/TU (referred to as Resolution 110) on developing social housing for workers in the province until 2025, with a vision to 2030. Implementing Resolution 110, the Provincial People's Committee issued the Project on developing social housing for workers in Bac Giang province until 2025, with a vision to 2030.
To implement the Project, in 2021 and 2022, the province has accelerated the approval of investment policies and selected investors for social housing projects for workers. Currently, the province has 15 social housing projects for workers under implementation and is expected to be implemented until 2025.

Typically, the social housing project for workers in the new urban area of Nenh town, the investor is a joint venture of Saigon - Hai Phong Industrial Park Joint Stock Company and EVERGREEN Bac Giang Sustainable Development Investment Joint Stock Company.
The project was approved with a total area of 3.23 hectares, including 10 20-storey social housing apartment buildings for workers with a total of 3,384 apartments (of which the number of social housing apartments is about 2,700). After 19 rounds of review, 748 applications were submitted to the Department of Construction, of which 531 were approved... These 15 projects, if completed by the end of 2025, will provide about 29,762 social housing apartments for workers.
Focus on planning and prioritizing resources
Bac Giang is considered one of the localities in the country that has achieved high results in implementing social housing for workers. Determining that workers can settle down and work, feel secure in dedicating their efforts, and stay with the company for a long time, thereby contributing to the development of the local economy, the province considers providing housing for workers a key and urgent task.
The province requires all levels and sectors to allocate enough land to build social housing areas for workers when establishing, appraising and approving general construction planning projects, zoning plans and detailed plans in urban areas and industrial parks.

Prioritize the arrangement of land for planning worker housing areas in convenient locations, near industrial parks for the convenience of workers' travel; the planning scale must be large enough to attract investors (general model of 10 hectares, of which 50% is for workers, 50% is urban residential land) and ensure meeting the requirements for long-term, sustainable development. As a result, from June 2021 to present, the Provincial People's Committee has approved 10 planning projects, with a land use scale of about 1,000 hectares, of which about 187.79 hectares of residential land and about 50.27 hectares of land for social housing.
In implementing the social housing project, the province prioritizes resources for implementation. In addition to capital sources from enterprises, the Provincial People's Committee directs all levels and sectors to effectively promote revenue sources from land funds to invest in building technical infrastructure of urban frameworks and social infrastructure of urban areas, residential areas, and housing areas (such as transportation, water supply and drainage, wastewater treatment, urban lighting, etc.). Departments and sectors strengthen administrative procedure reform in the process of approving investment policies and selecting investors to implement social housing projects without using state capital, ensuring compliance with regulations.
Expanding the target audience, setting realistic goals
Frankly looking at the process of social housing development in the province in recent times shows that the progress of most projects is slower than planned.
The coordination of the review of applications for social housing for workers by the Provincial Land Registration Office and the People's Committees of districts and cities has not ensured the coordination content and coordination time as required. The administrative procedures to prove that the conditions for receiving social housing support policies according to the provisions of the 2014 Housing Law are still difficult.
Investors of social housing projects have not spent much time coordinating with trade unions at all levels to organize direct propaganda activities for workers at the enterprise; have not proactively coordinated to participate in resolving problems and difficulties when workers complete procedures and documents to buy houses...

Recently, through sociological surveys, it was shown that after the Covid-19 pandemic, the number and demand for housing for workers in the area tended to decrease significantly compared to the forecast demand in 2021.
For example, the social housing project for workers in the new urban area of Nenh town is determined to have a project population of 12,000 people (of which about 8,700 are workers in the industrial park and about 3,300 people are due to family construction). However, actual statistics show that the number of people registering to buy social housing at the project in the past 10 months is very low.
In addition, on April 3, 2023, the Prime Minister approved the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2025". Accordingly, Bac Giang province was assigned to complete 19,928 social housing apartments for workers in the period of 2021-2025, equivalent to 79,700 workers, much lower than the target of the project approved by the Provincial People's Committee (the period of 2021-2025 meets 339,000 workers).
According to the Bac Giang Provincial Planning for the period 2021-2030, with a vision to 2050, the whole province has 29 industrial parks and 63 industrial clusters. It is forecasted that by 2025, there will be about 331,000 workers working in industrial parks and clusters; by 2030, there will be about 663,000 people. From the results of a sociological survey on workers' social housing needs, it is determined that by 2025, workers' social housing needs are forecasted to be about 30,872 apartments and accumulated to 2030 is about 59,923 apartments.
Due to changes in the number of workers and the need for social housing of workers in industrial parks and clusters and some new regulations on this content, Bac Giang agreed to adjust the target to implement 33,300 social housing units by 2025, and 41,700 units in the 2026-2030 period.
To complete the set goals, Bac Giang focuses on overcoming limitations in implementing the Project on developing social housing for workers in Bac Giang province until 2025, with a vision to 2030. Notably, the beneficiaries are expanded, not only workers but also low-income people can participate in purchasing social housing in these projects.
Currently, as the implementing agency, the Department of Construction is advising, promptly promulgating, adjusting and supplementing local mechanisms and policies on social housing development; at the same time, coordinating research and promulgating preferential policies on using revenue from cash payments equivalent to 20% of the land fund value at commercial housing projects and urban areas to support social housing construction investment projects according to regulations.
