On July 15, Lam Dong Provincial People's Committee announced that Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep had just signed a document agreeing not to consider the architectural concept of the luxury hotel project at 11 Tran Quoc Toan (Ward 1, Da Lat City), next to Xuan Huong Lake, of MOUNT A Investment, Trade and Service Joint Stock Company (abbreviated as MOUNT A Company) as proposed by Lam Dong Department of Construction.
The land that the investor wants to build a luxury hotel has the most prime location in Da Lat.
Previously, in May 2023, MOUNT A Company sent a document to the Chairman of Lam Dong Provincial People's Committee proposing to consider and approve the company to carry out investment procedures to build a 5-star luxury hotel on the above land in parallel with the process of the Provincial People's Committee organizing the preparation of a project to adjust the overall planning of Da Lat City and surrounding areas until 2045.
Accordingly, the project proposed by this company is to build a luxury hotel on an area of over 6,360m2 with 7 floors above Tran Quoc Toan street and 4 basements; construction density 60% (above ground), 90% underground; construction setback for Bui Thi Xuan street ≥ 6m and for Tran Quoc Toan street ≥ 10m. MOUNT A Company is committed to implementing the project with the fastest progress, achieving 5-star hotel quality, contributing to urban beautification and socio-economic development of the locality.
Before this proposal of MOUNT A Company, Lam Dong Provincial People's Committee assigned the Department of Construction to coordinate with departments, branches and Da Lat City to review and report to the Provincial People's Committee.
The land is located right at the intersection of Tran Quoc Toan - Bui Thi Xuan
It can be said that the land at 11 Tran Quoc Toan (formerly Nguyen Thai Hoc) is located in a "golden" land position, one of the most prime locations in Da Lat City. The land is located right at the intersection of Tran Quoc Toan and Bui Thi Xuan streets, in front is the scenic Xuan Huong Lake, Cu Hill, behind is Da Lat market; within a radius of 4 km are the tourist areas of Love Valley, City Flower Garden, Train Station, Palace 3...
Previously, in 2015, the origin of this land was that DiDaMa Company Limited won the auction to lease the land use rights and assets on the land with a one-time payment. In November 2021, Lam Dong Provincial People's Committee issued a document, in which "approved the policy of transferring the land use rights at this address from Mr. Nguyen Van Tuan to MOUNT A Company"; at the same time, requested the company to use the land for the right purpose (commercial service land) and the remaining land lease term....
According to the report of Lam Dong Department of Construction, the land plot No. 11 Tran Quoc Toan mentioned above is within the scope of the Urban Design project of Xuan Huong Lake landscape area and the Detailed Planning and Urban Design project, scale 1/500 of Hoa Binh central area, Da Lat city with the following planning and architectural criteria: construction density: ≤ 40%; within the setback range < 20m: construction is not allowed; within the setback range: from 20m to under 30m, construction is allowed with a maximum height of 2 floors, from 30m to under 40m, construction is maximum 3 floors, setback range ≥ 40m, construction is maximum 5 floors. Compared with the above regulations, the company's proposal is not suitable.

"According to the management regulations attached to the master plan 704, the key urban works are identified in the zoning plans; however, currently, there is no approved zoning plan for the above land plot. The central zoning plan is currently being prepared by the People's Committee of Da Lat City, which has not identified the land plot at 11 Tran Quoc Toan as a key work...", the Department of Construction commented.
Therefore, on June 15, Lam Dong Department of Construction reported and proposed that the Provincial People's Committee not consider the proposal of MOUNT A Company to invest in building a 5-star luxury hotel on land plot No. 11 Tran Quoc Toan.
