To meet the need to move the factory from Binh Duong province to Cu Chi district (HCMC) in July, T. Company has advertised and asked brokerage units to recruit unskilled workers since the beginning of the year. However, up to now, the factory has been fully installed but the number of unskilled workers that the company wants to recruit is still not enough.
Difficulty in recruiting unskilled workers is a common situation for labor-intensive businesses in Ho Chi Minh City. The reason is often that businesses and workers cannot find common ground on salary levels.

Statistics in the first 6 months of 2023 of the Center for Human Resources Forecasting and Labor Market Information of Ho Chi Minh City (Falmi, under the Department of Labor - Invalids and Social Affairs of the city) show that enterprises need more than 23,000 jobs (accounting for 15.01% of total human resource demand) in the low-wage group (under 5 million VND/month), mainly jobs requiring unskilled labor.
However, only 0.68% of job seekers choose this salary level. Most unskilled workers look for jobs with a salary of 5-10 million VND/month. If they cannot find a stable job with this salary level, they will turn to freelance work with daily income, very few people participate in job search in the official labor market.
By industry, the two groups of industries with the largest recruitment needs are commercial business (38,000 jobs) and personal services and security (need more than 14,000 jobs).
Most of the recruitment positions in these two industries are for unskilled labor such as: sales staff and sales consultants; sales staff; online sales collaborators; security guards; packaging staff; cleaning staff...
However, both of these "huge" recruitment industries are very difficult to recruit. Especially in the personal service and security industry, businesses need more than 14,000 jobs but only 251 people apply.

In addition to the group of unskilled workers, businesses in Ho Chi Minh City also need to recruit a large number of skilled workers from elementary to college level.
Specifically, in the first 6 months of the year, businesses need to recruit nearly 36,000 college-level workers, nearly 38,000 intermediate-level workers and nearly 29,000 elementary-level workers.
However, in the first 6 months of the year, only nearly 7,000 college-level workers, nearly 1,400 intermediate-level workers and 258 elementary-level workers registered to look for jobs. The above supply is too low compared to market demand.
Meanwhile, the group of workers with university degrees or higher participating in job searching is more than 64,000 people (accounting for more than 84% of the total number of workers registered to find jobs), while the number of university-level jobs that businesses want to recruit is only more than 30,000.
