3 factors to successfully implement mass mobilization work

This morning (August 15), the Provincial Party Standing Committee held an online conference with district, town and city Party Committees to summarize 10 years of implementing Resolution No. 25 of the Party Central Committee, 5 years of implementing Conclusion No. 43 of the Party Central Committee Secretariat on continuing to implement Resolution No. 25 "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation".

Comrade Nguyen Hoai Anh - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference at the provincial bridge. Also attending were members of the Provincial Party Standing Committee: Tieu Hong Phuc - Standing Vice Chairman of the Provincial People's Council; Nguyen Van Tam - Head of the Provincial Party Committee's Internal Affairs Committee; Dang Hong Sy - Head of the Provincial Party Committee's Mass Mobilization Committee; representatives of leaders of a number of provincial departments, branches and sectors.

According to the assessment of the Provincial Party Standing Committee, after 10 years of implementing Resolution No. 25 of the Central Committee and 5 years of implementing Conclusion No. 43 of the Central Committee, mass mobilization work has achieved many positive results. Notably, every quarter, the Party Committee has organized meetings on mass mobilization work to evaluate the results of mass mobilization work, direct the implementation of tasks in the coming time; work with the grassroots, dialogue with the people to grasp the situation and resolve urgent, arising issues, and outstanding incidents related to production, life and activities of the people.

The organization of dialogues between leaders of Party committees and authorities with the people has become increasingly systematic and practical. From 2015 to present, Party committees and authorities at all levels have organized 1,088 dialogues between leaders of Party committees and local authorities with the people; of which, at the provincial level, there were 5 dialogues, at the district level, 128 dialogues and at the communal level, 960 dialogues. The "Skillful mass mobilization" movement and emulation movements and campaigns have been widely launched, achieving many results, contributing to the successful implementation of political goals and tasks of localities, agencies and units. All levels and sectors have built 2,668 collective models and 1,994 individual models in all areas of social life...

At the conference, delegates gave their opinions on the achieved results and discussed the shortcomings and limitations in mass mobilization work such as: mass mobilization work of state agencies at all levels has improved but is not strong and even; emulation movements, especially the "Skilled Mass Mobilization" emulation, are not really strong; grasping the situation, reflecting and proposing solutions to pressing issues arising among the people are still limited, confusing and lacking flexibility...

Directing at the conference, Standing Deputy Secretary of the Provincial Party Committee Nguyen Hoai Anh requested that Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations continue to thoroughly grasp and effectively implement the viewpoints, tasks, and solutions stated in Resolution 25 and Conclusion No. 43 of the Central Committee. The Standing Deputy Secretary of the Provincial Party Committee emphasized that to effectively and successfully carry out mass mobilization work, three factors are needed: Correct policies and guidelines; appropriate implementation methods; and good cadres.

Note that in the coming time, many key projects will be implemented in the province, contributing to socio-economic development, job creation, income increase, and improving people's lives. At the same time, a part of the people will be affected by the projects and works and will have to relocate and resettle so that the State can reclaim land for the project... These issues pose many tasks for the province, including mass mobilization work. Therefore, the Standing Deputy Secretary of the Provincial Party Committee requested that Party committees, Party organizations, authorities, armed forces, and organizations raise their determination and perform well mass mobilization work; contributing to the successful implementation of the Resolution of the 14th Provincial Party Congress, socio-economic development, ensuring national defense and security, and taking better care of people's lives.
