3 groups of officials are given priority for consideration for early retirement

Kinhtedothi - In Hanoi, officials, civil servants and public employees who are in poor health, have not met the required qualifications and have less than 10 years of work experience will be given priority consideration if they voluntarily apply for early retirement.


On March 21, the Hanoi People's Committee issued Instruction No. 01/HD-UBND on guiding the criteria framework and assessment scale for cadres, civil servants, public employees and workers to implement organizational arrangement, streamlining and restructuring, improving the quality of cadres, civil servants and resolving policies and regimes.

According to the Guidelines, the subjects of application include cadres, civil servants, public employees and workers who are subject to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP under the management of agencies, organizations and units under the City government.

The assessment is carried out according to the criteria of each group of job positions in accordance with the characteristics of the situation and practice of the agency, organization, or unit. Each group of job positions has different assessment criteria and weighted scores depending on the nature of the job and position.

The evaluation results are calculated on a 100-point scale based on the performance of tasks in the last 3 years. The total score for each cadre, civil servant, public employee, and worker is arranged in order from highest to lowest.

The settlement of early retirement or resignation in cases of voluntary application must be approved by the head of the agency, organization or unit according to regulations. If not approved, the head of the agency, organization or unit must respond in writing and state the reasons.

Do not consider or resolve cases of voluntary early retirement or resignation but are assessed to have outstanding qualities and abilities, dare to think, dare to do, dare to take responsibility for the common interest, have exemplary achievements, and bring benefits to the agency, organization, or unit.

In case the head of an agency, organization or unit has issued a document not agreeing to early retirement or resignation but the cadre, civil servant, public employee or employee still wishes to resign, the competent authority shall immediately resolve the resignation and shall not be entitled to the regime according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.

Based on the number of people whose voluntary resignation applications have been approved by competent authorities, from the assessment results, agencies, organizations and units continue to determine the number of people who need to be considered for streamlining to meet the criteria of reducing 25% of the number of cadres, civil servants, public employees and workers according to regulations, ensuring the principle of streamlining those with the lowest assessment results from bottom up.

In addition to the target of reducing 25% of cadres, civil servants and public employees, agencies, organizations and units can continue to screen based on the assessment results to improve the quality of the team to meet the requirements of assigned tasks.

For cadres, civil servants and public employees who, after the organizational arrangement, have not met the standards of training level; professional qualifications do not match the requirements of the job position approved by the competent authority, the agency, organization or unit shall consider and evaluate to resolve the policy regime according to regulations.

Based on the number of staff assigned by competent authorities or according to the approved job position plan, the number of staff present, agencies and units determine the number of staff to be reduced by 25% by 2030 according to the number of staff assigned in 2025, ensuring an average of at least 5% reduction each year, according to 2 groups.

For the group that is eligible and voluntarily applies for retirement: based on the number of people who voluntarily apply for early retirement or resignation, agencies, organizations and units will consider, evaluate and resolve each specific case in the following order of priority:

Cadres, civil servants, public employees and workers with poor health, unable to meet job requirements;

For cadres, civil servants, public employees, and workers who, after the organizational structure and administrative unit arrangement, have not met the standards of training level; professional qualifications do not match the requirements of the job position approved by the competent authority;

Officials, civil servants, public employees, and workers with less than 10 years of work remaining reach retirement age according to regulations.

Other criteria (encouraged agencies, organizations, and units to specify): cadres, civil servants, public employees, and workers who wish to quit their jobs, retire early to change careers, and stabilize their family lives. Other criteria are developed by agencies, organizations, and units themselves, ensuring that they are consistent with the characteristics, situation, and practices of the agency, organization, or unit.

For the group considering streamlining through assessment, based on the number of staff that needs to be streamlined in the 2025-2030 period and the number of voluntary streamlining, agencies, organizations and units will review and evaluate according to the above assessment criteria framework to resolve the remaining streamlining.
