Hai Duong provides funding to support officials, civil servants and public employees who retire early or quit their jobs.

On April 2, the People's Committee of Hai Duong province issued a decision to temporarily grant 70% of funding to agencies and units to implement policies under Decree 178/2024/ND-CP and Decree 67/2025/ND-CP for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring of the political system (those who retire from March and April 2025).

The Provincial People's Committee decided to allocate nearly 67.8 billion VND from the provincial and district salary reform budget to temporarily provide 70% of the funding for provincial agencies, units and district People's Committees to implement the above policy.

The support funds will be allocated to agencies, units and localities with people retiring before the age of retirement or quitting their jobs when streamlining the apparatus and transferred directly to the beneficiaries. Officials, civil servants and public employees who retire do not have to carry out additional procedures to receive support.

Based on the allocated budget, provincial agencies, units and People's Committees of districts, towns and cities shall make payments to beneficiaries in a timely and correct manner.

The allocation and settlement of funds must comply with current financial management regulations. The Department of Finance is responsible for guiding, inspecting and supervising agencies and units in accordance with legal regulations.

On the same day, the People's Committee of Hai Duong province issued a decision to allocate more than VND 11.5 billion from the provincial and district salary reform budget to temporarily provide 70% of the funding for provincial agencies and units and People's Committees of districts, towns and cities to implement policies for those who will retire from October, November and December 2025 according to Decree 29/2023/ND-CP of the Government regulating staff streamlining.

At the same time, nearly 2.8 billion VND from the provincial and district salary reform fund will be temporarily allocated 70% of the budget for Hai Duong Provincial Party Committee, Thanh Mien and Thanh Ha District Party Committees to implement policies and regimes according to Decree 177/2024/ND-CP of the Government for cases of non-re-election, re-appointment and cadres who quit their jobs or retire at will.

Thus, the People's Committee of Hai Duong province has decided to allocate a total amount of nearly 82.1 billion VND to implement the regime and policies according to Decree 178/2024/ND-CP, Decree 67/2025/ND-CP, Decree 29/2023/ND-CP and Decree 177/2024/ND-CP.

From March 1 to April 1, the People's Committee of Hai Duong province agreed to approve 80 people to retire early and quit their jobs when streamlining the apparatus according to Decree 178 and Decree 67. These officials and civil servants will retire early and quit their jobs from March 1 and April 1, 2025.

The Department of Home Affairs of Hai Duong is presiding over and coordinating with the Department of Finance to continue receiving and appraising applications for early retirement and resignation when streamlining the apparatus of cadres, civil servants and public employees at agencies, units and localities and advising the Provincial People's Committee to consider and approve.

An appraisal team consisting of members from the Department of Home Affairs and the Department of Finance has been established to ensure timely appraisal and resolution of policies and regimes for people retiring before the retirement age or quitting their jobs when streamlining the apparatus.
