Who will receive support?
The Vietnam General Confederation of Labor has issued Decision 7785/QD-TLĐ to continue supporting union members and employees whose working hours have been reduced or whose contracts have been terminated.
Workers in the following 3 groups will receive a one-time subsidy, the highest level up to 3 million VND:
Union members and employees working under labor contracts at enterprises that paid union fees before April 1, 2023 will have their working hours reduced or stop working from April 1, 2023 to December 31, 2023 due to the enterprise cutting or reducing orders.
Union members and employees working under labor contracts at enterprises that paid union fees before April 1, 2023 will have their labor contracts suspended and will be on unpaid leave from April 1, 2023 to December 31, 2023 due to the enterprise cutting or reducing orders.

Union members and employees working under labor contracts at enterprises that paid union fees before April 1, 2023 will have their labor contracts terminated from April 1, 2023 to December 31, 2023 due to the enterprise cutting or reducing orders but are not eligible for unemployment benefits.
Support Principles
Union members and employees whose working hours are reduced, who are suspended from work, whose contracts are suspended, or who are on unpaid leave are supported if they are working under a labor contract at the time of requesting support; and whose names are on the payroll (or payroll) at the enterprise before the time of starting to have their working hours reduced, who are suspended from work, whose contracts are suspended, or who are on unpaid leave and requesting support for at least 30 days or more.
Union members and employees whose contracts are terminated are entitled to benefits if their contracts are terminated without meeting the conditions for unemployment insurance; their names must be on the payroll (or payroll) at the enterprise before the date of termination of the contract requesting support for at least 90 days or more (at least 88 days or more if the contract is terminated from April 1, 2023).
Union members and workers who are eligible for support will be supported according to that subject, but only receive support once/person/policy. If eligible for all support policies, the difference between support levels will not be deducted.
If it is impossible to verify the policy that they have enjoyed, union members and workers must commit to whether or not they have enjoyed the support policy.

In case of job impact from October 1, 2022 to March 31, 2023, if the application has been submitted to the trade union at all levels after March 31, 2023, but the grassroots trade union has not yet assessed or decided to provide support, the grassroots trade union will continue to assess and consider resolving support.
Deadline for completing procedures to support union members and workers is no later than March 31, 2024.
Application deadline
Decision 7785/QD-TLĐ has amended the regulations on the deadline for submitting documents to receive support money for employees whose jobs are affected due to businesses cutting or reducing orders.
Regarding support money due to reduced working hours and work stoppage, the grassroots trade union will review and request the employer to coordinate in compiling a list of eligible beneficiaries and send the application to the direct superior trade union. The deadline for receiving the application is January 31, 2024.

Regarding support money due to termination of labor contracts, union members and employees who are eligible and need support should submit their application to the direct superior trade union or the provincial trade union where they reside (permanent or temporary) or where their labor contract is terminated.
