16 years in prison for the man who used scissors to intentionally murder the Deputy Chief Justice of Cam Lo District People's Court

This afternoon, August 13, the People's Court of Quang Tri province opened the first instance trial of Tran Van Tuan (born in 1973), residing in Long Ho Ha 2 quarter, Huong Ho ward, Hue city, for the crime of "Murder". Tran Van Tuan is the subject who used scissors to intentionally kill the Deputy Chief Justice of Cam Lo District People's Court on May 2, 2024.

According to the indictment of the Provincial People's Procuracy, on December 19, 2023, Tran Van Tuan was sentenced to 3 years in prison by the Cam Lo District People's Court for "Violating regulations on road traffic participation". In the case of "Violating regulations on road traffic participation", Tuan was driving a car and collided with a motorcyclist on National Highway 9 (in Cam Lo District), causing the victim to die on the spot. However, Tuan did not stop but continued to drive away from the scene.

It was not until the locals chased and stopped him that Tuan stopped his car about 3 km from the scene. During the first instance trial, the judge who presided over the trial, Deputy Chief Justice of Cam Lo District People's Court Nguyen Van Quy, sentenced Tran Van Tuan to 3 years in prison.

After the first instance trial, Tran Van Tuan appealed and the appellate court upheld the previous sentence imposed by the first instance trial. On April 15, 2024, the People's Court of Hue City, Thua Thien Hue Province issued a decision to execute a 3-year prison sentence for Tran Van Tuan.

However, at around 1:00 p.m. on May 2, 2024, Tran Van Tuan brought a backpack containing clothes to Cam Lo District People's Court to ask for procedures to pay the first-instance criminal court fees before serving the sentence, but because it was not yet working hours, Tuan went to a coffee shop near Ngo Dong market (in Cam Lo town, Cam Lo district) to wait. Here, Tuan thought and thought that the 3-year prison sentence for him was too heavy, so he had the intention of revenge. After that, Tuan went to Ngo Dong market to buy a pair of metal scissors, 26.5 cm long, and hid them in his backpack.

At about 2:30 p.m. the same day, Tuan brought the above backpack to Cam Lo District People's Court and committed the crime.

The investigation concluded that Tuan used scissors to stab Mr. Quy multiple times, causing 19% of his body injuries. Tuan's aggravating circumstances were that he was a repeat offender and intentionally committed the crime to the end.

At the trial, Tran Van Tuan bowed his head and admitted his guilt. Based on legal regulations, the jury sentenced Tran Van Tuan to 13 years in prison for murder, plus 3 years of the previous sentence, for a total of 16 years in prison.
