The conference was organized by the Ministry of Culture, Sports and Tourism of Vietnam in coordination with the World Intellectual Property Organization (WIPO); Ministry of Culture, Sports and Tourism of Korea.
International Conference on Copyright Enforcement in the Digital Environment with the participation of 15 countries and territories
The conference was attended by delegates from 15 countries and territories (Southeast Asia, Africa, Arabia, Latin America) and leading experts from many international organizations. This is a good opportunity to update the status of copyright protection and enforcement, especially in the digital environment in each country and region. At the same time, share trends in policy development and technological solutions to respond to copyright and related rights infringement in the digital environment; experience and cooperation implementation in copyright management and enforcement in the digital environment in the future.
Speaking at the opening of the Conference, Deputy Minister Ho An Phong stated: Creativity in the digital environment has opened up many opportunities, brought about new creative tools, created a storage environment, distribution methods and new forms of exploitation and use for works, performances, recordings, videos and broadcast programs. Digital content creation has gradually affirmed its role and position, and is considered a new land full of potential for businesses, content producers, organizations, individuals and brands around the world. However, this "playground" also poses a "problem" of copyright protection for each digital content product globally, not just in the Vietnamese market. This requires each country and international organization as well as copyright owners to have close cooperation, coordination and timely sharing.

Currently, treaties of the World Intellectual Property Organization such as the Copyright Treaty, the Performances and Phonograms Treaty, the Beijing Treaty for the Protection of Audiovisual Performances... have enacted a system of important legal tools to resolve copyright issues in the digital environment.
Vietnam has officially become a member of the Copyright Treaty and the Performances and Phonograms Treaty in 2022. This is to meet the commitments in new-generation free trade agreements; creating an effective legal foundation to protect works and copyrights in a transparent and effective manner, especially in the digital environment.
At the same time, Vietnam has conducted research on joining the Beijing Treaty for the Protection of Audiovisual Performances and actively participated in discussions of the Standing Committee on Copyright of the World Intellectual Property Organization (SCCR) to contribute to the Draft International Legal Instruments on Copyright within the framework of the World Intellectual Property Organization's agenda. These are also specific actions, contributing to the implementation of Vietnam's policy of proactively and actively participating in digital transformation as well as international integration.
In addition, the legal framework for copyright in Vietnam is increasingly improved. In 2022, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Intellectual Property. In 2023, the Government issued Decree No. 17/2023/ND-CP detailing a number of articles and measures to implement the Law on Intellectual Property on copyright and related rights. Propaganda, raising awareness and compliance with copyright laws continue to be promoted, contributing to improving the effectiveness of copyright protection enforcement and developing the cultural industry. However, Vietnam must gradually improve the capacity of copyright management and enforcement agencies, especially in the digital environment.

Deputy Minister Ho An Phong said: Currently, Vietnam is interested in developing cultural industries. Therefore, doing a good job of copyright protection is a factor to build a healthy and competitive cultural industry; contributing more and more to GDP, creating more jobs and increasing export turnover of each country. The main goals, tasks and solutions to enhance the management capacity and enforcement of copyright protection, and develop cultural industries have been identified in the Intellectual Property Development Strategy to 2030; Strategy for developing Vietnam's cultural industries to 2030...
International delegates attending the Conference
The conference took place from June 17-21, with 34 topics and 50 presentations from international and Vietnamese experts, focusing on many specific contents. These included introducing the copyright enforcement system of countries; the value of copyright, the contribution of creative industries to the economy. Along with that, popular methods of online copyright infringement, threats related to the use of pirated content; international developments in online enforcement and management; jurisdiction and applicable laws in online copyright disputes; methods of resolving online copyright infringement; collecting and preserving evidence, a balanced approach to copyright enforcement and using technology to prevent copyright infringement...
Within the framework of the Conference, there are also a number of activities to exchange and promote Vietnamese culture./.
