Theo CQĐT, đại gia Dương Tấn Trước, TGĐ Công ty Tường Việt đã giúp sức, đồng phạm với bà Trương Mỹ Lan thực hiện hành vi tham ô tài sản, chiếm đoạt hơn 4.752 tỷ đồng.

Liên quan đến vụ Vạn Thịnh Phát, một trong những nhân vật được CQĐT nhắc đến là ông Dương Tấn Trước, Tổng Giám đốc Công ty TNHH thương mại và sản xuất Tường Việt (Công ty Tường Việt). Đại gia này bị CQĐT đề nghị truy tố tội Tham ô tài sản với vai trò đồng phạm cùng bà Trương Mỹ Lan .

Theo kết luận điều tra, ông Dương Tấn Trước không chỉ là TGĐ Công ty Tường Việt mà còn là người quản lý và điều hành nhóm Công ty CP Kinh doanh Bất động sản Thuận Tiến (Công ty Thuận Tiến) và Công ty CP Đầu tư Dịch vụ Bất động sản Khánh Minh (Công ty Khánh Minh), Công ty Việt Đức.

Năm 2021, ông Trước và bà Trương Mỹ Lan có thỏa thuận với nhau về việc chuyển nhượng Dự án Thanh Yến với giá 2.500 tỷ đồng.

Thực hiện thỏa thuận, ông Trước chỉ đạo nhân viên cấp dưới liên hệ với bị can Trương Khánh Hoàng (quyền Tổng Giám đốc Ngân hàng SCB), Trần Thị Mỹ Dung (Phó Tổng giám đốc Ngân hàng SCB) sử dụng pháp nhân Công ty Thuận Tiến và Công ty Khánh Minh lập hồ sơ vay vốn khống tại Ngân hàng SCB với số tiền 3.500 tỷ đồng, tài sản đảm bảo là dự án Thanh Yến.

Số tiền 3.500 tỷ đồng sau khi giải ngân được chuyển lòng vòng vào tài khoản của nhiều cá nhân, Công ty thuộc nhóm Trương Mỹ Lan - Tập đoàn Vạn Thịnh Phát để sử dụng vào nhiều mục đích khác nhau của bà Lan.

Ngoài ra, cũng theo thỏa thuận với bà Trương Mỹ Lan, ông Trước sử dụng 2 pháp nhân Công ty Tường Việt và Công ty Việt Đức liên hệ với bà Trần Thị Mỹ Dung, và ông Trương Khánh Hoàng hợp thức hồ sơ, thủ tục vay vốn để rút số tiền 1.746,5 tỷ đồng của Ngân hàng SCB.

Trong số tiền này, bà Lan sử dụng 240 tỷ đồng, ông Trước dùng 1.368,5 tỷ đồng, Công ty Tường Việt sử dụng 138 tỷ đồng.

Đến ngày 17/10/2022, 4 khoản vay nêu trên có tổng số nợ là hơn 5.695 tỷ đồng (dư nợ gốc 5.090,5 tỷ đồng và dư nợ lãi là hơn 605 tỷ đồng). Trong khi đó, tổng giá trị tài sản đảm bảo của các khoản vay mà ông Trước chỉ đạo hợp thức hồ sơ được xác định là hơn 337 tỷ đồng.

CQĐT khẳng định, đủ căn cứ xác định ông Dương Tấn Trước đã giúp sức, đồng phạm với bà Trương Mỹ Lan thực hiện hành vi tham ô tài sản, chiếm đoạt hơn 4.752 tỷ đồng, gây thiệt hại số nợ lãi phát sinh là hơn 605 tỷ đồng.

Sau khi vụ án được khởi tố vào ngày 17/10/2022, ông Trước và Công ty Tường Việt đã trả lại SCB hơn 813 tỷ đồng (gồm dư nợ gốc 801,8 tỷ đồng và dư nợ lãi hơn 11 tỷ đồng) đối với 2 khoản vay của Công ty Tường Việt và Công ty Việt Đức. Việc này được CQĐT đánh giá là khắc phục hậu quả.

CQĐT xác định, ông Trước còn nhận của bà Trương Mỹ Lan hơn 2.697 tỷ đồng. Trong số này ông Trước đã đưa lại cho bà lan 249,5 tỷ đồng (thông qua cô cháu gái ruột Trương Huệ Vân của bà Lan). Đến nay, còn hơn 2.204 tỷ đồng, ông Trước xin tự nguyện trả lại toàn bộ số tiền này cho bà Lan để khắc phục hậu quả của vụ án.

Theo CQĐT, ông Trước đã thành khẩn khai báo, ăn năn hối cải, tích cực hợp tác với CQĐT trong quá trình giải quyết vụ án. Bị can nhận thức rõ hành vi vi phạm, đã tự nguyện phối hợp với gia đình dùng toàn bộ tài sản để khắc phục hậu quả vụ án. Vì vậy, CQĐT đề nghị xem xét cho bị can khi lượng hình.

Regarding the Van Thinh Phat case, the Investigation Police Department proposed to prosecute 86 defendants for many crimes. Of which, 7 defendants were proposed to be prosecuted for the crime of "Embezzlement of property". ពួកគេរួមមាន:

5. Đặng Phương Hoài Tâm, Phó trưởng Văn phòng HĐQT Công ty CP Tập đoàn Vạn Thịnh Phát.

6. Trương Huệ Vân, Tổng Giám đốc Công ty Tập đoàn quản lý bất động sản Windsor.

7. Dương Tấn Trước, Tổng Giám đốc Công ty TNHH thương mại và sản xuất Tường Việt.
