Requesting three provinces to provide 9.1 million cubic meters of sand for Can Tho - Ca Mau expressway

Deputy Prime Minister Tran Hong Ha requested An Giang, Dong Thap, and Vinh Long to prioritize providing 9.1 million cubic meters of soil for the Can Tho - Ca Mau expressway to ensure progress.

The content is stated in the official dispatch of the Government Office conveying the opinion of Deputy Prime Minister Tran Hong Ha, dated May 31. The move was made to resolve the sand shortage that has slowed down the construction progress of the most important expressway in the West.

Accordingly, the Government leader requested the provinces of An Giang, Dong Thap, and Vinh Long to immediately arrange sand sources for the Can Tho - Hau Giang and Hau Giang - Ca Mau expressway projects (part of the North-South expressway project, Can Tho - Ca Mau section).

The three provinces were assigned to direct relevant professional agencies and localities to identify specific locations of mining areas and promptly implement necessary steps to provide materials for the projects. At the same time, the Ministry of Transport and the Ministry of Natural Resources and Environment are responsible for directing and guiding investors and contractors to complete mining procedures as well as increase mining capacity.

Previously, the Ministry of Natural Resources and Environment proposed that the Government issue an official dispatch requesting the above 3 provinces to allocate sand resources to serve the Can Tho - Ca Mau expressway project under implementation. Specifically, the total demand for sand for this project is more than 18 million m3. In 2023 alone, about 9.1 million m3 is needed. Of which, Vinh Long will provide 2.5 million m3, An Giang and Dong Thap each 3.3 million m3.

The My Thuan Project Management Board said that as of mid-May, the Hau Giang - Ca Mau component project had only achieved 2.9% progress (1.5% behind schedule); the Can Tho - Hau Giang route had completed 2.5% (3.3% behind schedule). The main reason for the slow progress of the entire Can Tho - Ca Mau expressway project was the scarcity of sand. Meanwhile, according to the review of the Department of Construction Investment Management (Ministry of Transport), An Giang, Dong Thap and Vinh Long provinces have sufficient sources of sand mines for the project.

The Can Tho - Ca Mau Expressway is considered the most important route in the Mekong Delta as it connects many provinces and cities. The starting point of the project is at the IC2 intersection (the intersection connecting to National Highway 91 - Nam Song Hau, Can Tho City), the end point connects to the Ca Mau City bypass. The project started on January 1 and is expected to be put into use in early 2026.

Phase 1, the project has a total investment of more than 27,200 billion VND, 17 m wide, 4 lanes, divided into two component projects: Can Tho - Hau Giang, 36.7 km long, investment capital of over 9,700 billion VND; Hau Giang - Ca Mau section, 72.8 km long, capital of nearly 17,500 billion VND.
