Transferring the status quo of 10 public service units
On the afternoon of June 26, in Hanoi, a signing ceremony of the handover and acceptance of 10 public service units under the Ministry of Construction to the Ministry of Labor, War Invalids and Social Affairs (MOLISA) took place. Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung and Minister of Construction Nguyen Thanh Nghi chaired the ceremony.
According to Decision No. 996/QD-TTg, the Prime Minister has transferred the status quo of 10 public service units under the Ministry of Construction to the Ministry of Labor, Invalids and Social Affairs for management, including: College of Construction No. 1; Ho Chi Minh City College of Construction; College of Urban Construction; Nam Dinh College of Construction; Vietnam - Soviet Vocational College No. 1; LILAMA 2 International Technology College; College of Construction Mechanics; College of Construction Vocational; Hanoi College of Technology and Vocational; Vocational College of Construction Mechanics.
Speaking at the handover ceremony, Minister of Construction Nguyen Thanh Nghi said that the 10 schools handed over are all units with a long history of development and long-term association with the Ministry of Construction.
Immediately after the Prime Minister's direction, the Ministry of Construction held a conference to implement the transfer of the status quo of public service units under the Ministry of Construction to the Ministry of Labor, Invalids and Social Affairs for management.
To facilitate the transfer, the Ministry of Construction has directed the Department of Planning and Finance to coordinate with the Department of Organization and Personnel and the Department of Science, Technology and Environment to review the implementation of tasks and financial management of the transferring units.
Thereby, the relevant units closely coordinate and make efforts to implement handover and reception activities, ensuring that the units' operations are not interrupted.
During the transfer and acceptance process, if there are any difficulties or problems, the Minister of Construction said that relevant units should promptly report to the leaders of the Ministry of Construction and the leaders of the Ministry of Labor, Invalids and Social Affairs for consideration and resolution.
After being handed over to the Ministry of Labor, Invalids and Social Affairs, Minister Nguyen Thanh Nghi believes that the units will continue to make important contributions to the construction and development of the construction industry in particular and the country in general.
Model school for vocational training
Responding to the Minister of Construction, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that currently, the General Department of Vocational Education has been consolidated and improved. However, there was a period when the unit was directly under the Council of Ministers, the Ministry of Education and Training, and then there was a period when it was directly under both the Ministry of Labor, Invalids and Social Affairs and the Ministry of Education and Training.
By 2017, according to the assignment of the Government, the Ministry of Labor, Invalids and Social Affairs was assigned to manage the State in the field of vocational education, as reflected in the Law on Vocational Education and the Labor Code of 2019.
At the handover ceremony, the head of the Department of Labor, Invalids and Social Affairs said that the Ministry has 64 units, including 21 state management units, directly assisting the Minister and over 40 public service units. The total number of civil servants, public employees and workers is over 4,000 people.
The Minister of Labor, Invalids and Social Affairs is confident that the Ministry of Construction will pay attention to and develop these 10 schools, because these are the main training facilities for human resources in the construction industry.
"Today's handover is an as-is handover, handover to the owner. The rest of the schools will maintain their original structure and be directly responsible for all aspects of organization, finance, and human resources," the Minister emphasized.
Regarding the policy of receiving 99 schools in ministries and branches, except for some specialized schools, the Ministry has reported to the Prime Minister the plan with 10 schools of the Ministry of Construction and 3 schools of the military, moving towards building model schools.
With 1,982 vocational training institutions, the Ministry strives for about 45% to be private schools, with public schools accounting for only a small portion.
"Towards the future, each province will have only one college with multi-disciplinary, multi-field, multi-program teaching content, and in the college there will be both intermediate and elementary levels," said Minister Dao Ngoc Dung.
Regarding the 10 colleges and intermediate schools that have been transferred to the Ministry, Minister Dao Ngoc Dung requested that the schools improve the quality of vocational education in an open, flexible and interconnected manner in the coming time. Along with that, the Ministry of Labor, Invalids and Social Affairs will be ready to "serve" the schools so that they can operate better.
To do this well, from now until the end of July, the Minister assigned the Department of Planning and Finance, the Department of Personnel Organization, and the General Department of Vocational Education to work with each school to complete the handover and acceptance procedures.
In August, the Minister will work directly with each school to listen and resolve any difficulties and problems encountered.
The Minister pledged to create maximum conditions for schools to operate in accordance with the spirit of Directive 21 of the Secretariat so that vocational education must be practical in learning, practice, and work.
The Minister hopes that the 10 colleges and intermediate schools under the Ministry of Construction will be more dynamic, innovative and operate more effectively.
The representative of Construction College No. 1 affirmed that the staff, lecturers and workers of the transferred units always seriously comply with the direction and assignment of the Party, State and Government.
The school is always ready to take on new tasks, and will strive to best fulfill the assigned roles and responsibilities in any position.
In addition, representatives of Construction College No. 1 hope to receive attention and facilitation from the Ministry of Labor, Invalids and Social Affairs in terms of organization, personnel, facilities, equipment, and finance to ensure the stability of the units and continued development in the coming time.
