At the congress, there were many enthusiastic opinions, accurately reflecting the thoughts and legitimate aspirations of the people from all walks of life; together we discussed and agreed on directions, goals, and tasks, proposed many creative, suitable, and feasible ways of doing things, and strived to successfully achieve the goals set by the congress. Dien Bien Phu Electronic Newspaper published some opinions from the congress.

Promoting the core role in mobilizing people to participate in ensuring social security

Over the years, the Vietnam Fatherland Front Committee of Hanoi has continued to affirm its central role in the great solidarity bloc, propagating and mobilizing all classes of people in the capital to promote the tradition of solidarity, mutual love and mutual assistance of the nation, contributing money and efforts to care for and support people in difficult circumstances in the capital and localities nationwide, contributing with the Party and State to gradually achieve the goal of sustainable poverty reduction and ensuring social security.

With flexibility and timeliness in mobilizing resources to ensure social security, the activities of the Vietnam Fatherland Front at all levels in Hanoi have created a widespread impact, attracting the participation of the whole community, achieving many positive results, typically: Propagating and mobilizing people to proactively prevent, combat and join hands to support the prevention and control of the Covid-19 epidemic with a total value of over 1,300 billion VND; mobilizing people to support funds such as: "Relief" Fund, "For Vietnam's Seas and Islands" Fund, "For the Poor" Fund, "Waves and Computers for Children" Program... totaling 780 billion VND; supporting the construction and repair of nearly 5,100 Great Solidarity Houses, along with many means of labor, production and study worth over 341 billion VND...

In particular, on the occasion of the 70th anniversary of the Liberation of the Capital (October 10, 1954 / October 10, 2024), the People's Committee and the Vietnam Fatherland Front Committee of Hanoi City coordinated to support 724 houses for 100% of poor and near-poor households with degraded houses in the area with a total amount of nearly 62 billion VND. The achieved results have contributed to creating more resources with the Party Committee and the government to implement the poverty reduction target of Hanoi City from 0.42% at the end of 2019 to 0.03% at the end of 2023.

To effectively mobilize resources to ensure social security work, the Vietnam Fatherland Front Committee of Hanoi City has done a good job of propaganda, raising awareness and sense of responsibility of cadres, party members and people about the importance of developing the social security system, improving social welfare, quality of life, creating high consensus in implementation; actively and proactively acting as a bridge for businesses, organizations and individuals to participate in implementing social security programs, propagating in many diverse and rich forms; building specific programs and work plans, directing with focus and key points, breaking through existing difficulties and limitations; Strengthen the inspection and supervision of the Vietnam Fatherland Front Committees at all levels in implementing social security work, ensuring the management and use of all types of Funds effectively and promptly, and ensuring transparent support spending, in accordance with the content, purpose, and objects according to the Regulations, to prevent loss and waste.

Gathering people's strength, united to overcome difficulties and challenges

During the complicated and dangerous period of the Covid-19 pandemic, Ho Chi Minh City faced unprecedented difficulties, challenges, and social issues, especially when implementing the policy of social distancing. In such circumstances, the City's Fatherland Front at all levels promoted the strength of solidarity, mobilized all social resources, and together with the City Government implemented timely and creative social security policies to help the City firmly overcome the pandemic.

The Center for Receiving and Supporting Essential Goods for People in Difficulty Due to the Covid-19 Pandemic (abbreviated as the City Social Security Center), a unit under the City Fatherland Front Committee, has called for and received more than VND 267 billion in donations and support of essential goods for people in difficulty due to the Covid-19 pandemic from agencies, units, provinces, cities, businesses, philanthropists and distributed them to field hospitals, Covid-19 treatment hospitals, 22 districts, Thu Duc City, charity kitchens, ethnic and religious establishments, blockaded areas, centers for the elderly and children in special circumstances. The Standing Committee of the Vietnam Fatherland Front Committee - the City Covid-19 Prevention and Control Fund Mobilization Committee received more than VND 958 billion in support for the prevention and control of the Covid-19 pandemic; received more than VND 675 billion in support of goods and funding for vaccine purchases.

In addition, the Vietnam Fatherland Front Committee of the City has coordinated with localities to call on all walks of life and religious organizations to join in supporting 160 volunteer kitchens to serve more than 59,000 meals daily for frontline forces participating in epidemic prevention and control; supporting the disadvantaged, the homeless and the needy in localities; supporting the health sector and hospitals in treating Covid-19 patients with 10 deployments and a total of 678 religious volunteers participating in sweeping, cleaning and sanitizing hospital grounds, taking care of eating, drinking, hygiene for patients, logistics and nutrition at hospitals.

Through the most difficult period of the Covid-19 pandemic, the Vietnam Fatherland Front system at all levels in Ho Chi Minh City has increasingly promoted its role in gathering the strength of the great national unity bloc; its role in presiding over and coordinating with the Party Committee, government, and socio-political organizations of the City in implementing social security work.

Mr. HOANG DINH THANG, President of the Union of Vietnamese Associations in Europe, Member of the Presidium of the Central Committee of the Vietnam Fatherland Front:

Create favorable conditions for the Vietnamese community to integrate, develop and enhance its position in the host country as well as in the continent.

In recent years, closely following the operational orientation of the Union of Vietnamese Associations in Europe, the guidance and direction of the Vietnam Fatherland Front and Vietnamese representative agencies in European countries, the Union of Vietnamese Associations in Europe has chaired and coordinated the successful organization of many community activities on a European scale, notably: Supporting domestic media agencies (Vietnam Television, National Assembly Television, Hanoi Television...) to go to Europe to search for documents about President Ho Chi Minh; making films and reports about the Vietnamese community in Europe; supporting photo exhibitions and seminars with the theme "Vietnam's Seas and Islands" in the Czech Republic, Poland, France..., contributing to efforts to promote propaganda about Vietnam's sovereignty over its Seas and Islands; sponsoring and encouraging the organization of teaching and learning Vietnamese in the Vietnamese community in European countries.

The Union of Vietnamese Associations in Europe focuses on doing well in foreign affairs, and has regular contacts with a number of parliamentarians in the European Parliament. The Executive Board of the Union has visited the European Parliament in Brussels (Belgium) and Strasbourg (France) many times; met and mobilized parliamentarians to support and create favorable conditions for the Vietnamese community to successfully and sustainably integrate into European countries, preserve the cultural identity of the Vietnamese nation and pay attention to and resolve difficulties and problems of the Vietnamese community in Europe. In addition, the Union also mobilizes people living and working in Europe to contribute to the development of the homeland through the contributions of technical and technological experts; trade activities, investment projects; especially charitable activities launched by the Vietnam Fatherland Front and domestic organizations...

In order to promote the role of the Vietnamese community abroad in general and the Vietnamese community in Europe in particular to actively participate in socio-economic development, building and defending the Fatherland in the new situation, from the perspective of a Federation of Overseas Vietnamese Associations, organized and operated in the form of the Vietnam Fatherland Front, I really hope and believe that this congress will have innovations reflected in the documents, especially the personnel issue and propose some recommendations and solutions as follows:

Selecting members of the Central Committee of the Vietnam Fatherland Front who are Vietnamese living abroad must be truly dedicated, have potential and have prestige with the Vietnamese community in the host country to demonstrate their role in mobilizing all classes of the community to actively contribute to preserving national identity; promoting the good image of the country and Vietnamese people in the cause of building and defending the Socialist Republic of Vietnam.

Through high-level contacts and diplomatic channels, it is necessary to promote some countries (with regulations) to recognize the Vietnamese community in some areas that meet the conditions as ethnic minorities. Strengthen diplomatic relations with countries and local authorities where many Vietnamese people live so that the local authorities can create favorable conditions for the Vietnamese community to integrate, develop and improve its position in the host country as well as on the continent.

Strengthen the provision of domestic information abroad with new transmission methods and access models, suitable for the community, especially the 2nd, 3rd, and 4th generation of Vietnamese people abroad.

Organize activities to connect the network of Vietnamese intellectuals abroad with domestic agencies and localities and have policies to promote Vietnamese scientists and intellectuals abroad.
