Mr. Volker Turk affirmed that the conflict must stop immediately, if the city of El-Fasher falls, it will lead to more acts of aggression and ethnic abuse, including executions carried out by the paramilitary Rapid Support Forces (RSF) and allied militias.
In particular, Mr. Turk expressed concern about the fate of refugees in the Abu Shouk and Zamzam camps, which have suffered repeated shelling from the RSF.
"Refugees here are facing a serious risk of retaliatory attacks," Mr. Turk stressed.
El-Fasher, the capital of North Darfur state, is the largest city in western Sudan not currently in RSF hands.
Since 2023, the RSF has been engaged in several skirmishes with Sudan’s regular SAF army. Last weekend, after a months-long siege, the RSF launched an attack on the city of El-Fasher, home to some 2 million people.
According to Mr. Turk, in the context of the escalating conflict, the Office of the United Nations High Commissioner for Human Rights (OHCHR) recorded "increasing numbers of civilians killed by shelling and airstrikes" by both sides.
OHCHR documented additional executions, sexual violence, gender-based violence and kidnappings in the city of El-Fasher.
In addition, due to attacks on medical facilities, civilians have no access to health care. Food supplies are also extremely limited.
Mr. Turk expressed concern about the escalation of hostilities and increased civilian casualties in other parts of Sudan, including the capital Khartoum and Sennar state.
Therefore, Mr. Turk called on the international community to take necessary and effective actions to ensure the safety of civilians in Sudan, and ensure respect for international law by all parties.
"The conflict must end immediately. Enough is enough," Mr. Turk stressed.
