Chairman of Xuan Giang Commune People's Committee Nguyen Thanh Le said: The Party Committee, People's Council, and People's Committee of the commune have focused on leading and directing the implementation of socio-economic development goals in 2025. Notably, the completion of site clearance (GPMB) for the Ninh Binh - Hai Phong expressway project through the commune. The total area of ​​rice fields in the commune to be recovered for the project is over 316,000 m2 with 621 affected households. By the end of 2024, Xuan Giang commune has completed GPMB for 507 graves subject to relocation of the two people's cemeteries of Ha Lieu and Tho Vuc village. Currently, the District People's Committee has issued 2 notices of land recovery for the first phase for 205 households (Xuan Dai: 77 households and Xuan Phong: 133 households) and the second phase for 196 households (Xuan Thuy: 55 households, Xuan Phong: 135 households, Xuan Dai: 6 households). The People's Committee of the commune and hamlets are sending notices of land recovery to households in the hamlet and making records of each household. A total of 99 households in the commune had their land recovered in the residential area within the scope of the Ninh Binh - Hai Phong expressway construction investment project, including: Xuan Dai 23 households, Xuan Phong 43 households, Xuan Thuy 33 households. The District Land Acquisition Council has paid compensation and support for site clearance to 19 households and individuals whose land was recovered to build resettlement sites in Xuan Giang commune. Households and individuals have handed over the site to the Compensation, Support and Resettlement Council of Xuan Truong district and the expected time for construction, renovation and upgrading of technical infrastructure connecting the scattered resettlement sites in Xuan Giang commune to serve land acquisition and resettlement is from February 17, 2025. In addition, the Commune People's Committee coordinated with hamlets to continue reviewing and completing documents for the District People's Committee to issue a notice of land recovery for 220 households (Xuan Thuy 197 households, Xuan Phong 16 households, Xuan Dai 7 households). Propaganda, mobilization, and explanation of the resettlement arrangement policy for households in hamlet 8, Xuan Giang commune, exemplary compliance with the handover of land to implement the project on schedule. Focus on promoting propaganda, mobilization, raising awareness and consensus of cadres, party members, union members, association members and people; especially land laws and policies, compensation policies, resettlement support after recovery, GPMB... promptly resolving legitimate and legal recommendations and proposals of the people.

Along with that, Xuan Giang commune focuses on directing units to speed up the progress of basic construction of works serving the construction of advanced new rural areas. In 2024, the commune renovated and upgraded the intra-field roads in hamlets 1, 6, and 7 in Xuan Dai area with a total length of 813m. Concreted and renovated the roads: hamlet 4 in Xuan Dai area, the road in hamlet 1 in Xuan Thuy area, the road to the landfill in Xuan Thuy area with a length of 461m. Maintained the heads of grade III canals, supplemented broken and lost culverts. Completed auxiliary items of the kindergarten, built 8 new classrooms for Xuan Dai Primary School, built a multi-purpose house for Xuan Thuy Primary School. Repaired the headquarters of Xuan Giang Commune People's Committee.

The commune's agricultural production has developed steadily. The commune has built a large field with an area of ​​830 hectares to produce Bac Thom No. 7 rice associated with the consumption of high-quality rice of Xuan Dai Agricultural Production and Service Cooperative with Dai Truong Hung Construction and Trade Joint Stock Company and Xuan Tien Agricultural Production and Mechanical Service Cooperative; Cuong Tan Company Limited. The commune has 2 pig farms with a scale of more than 300 pigs owned by Mr. Nguyen Van Hai in Hamlet 4 and Tran Van Cuong in Hamlet 6. The application of mechanization in sowing and spraying pesticides has been promoted in many large-scale rice-producing households such as Mr. Pham Van Tuyen in Hamlet 8 with a rice-growing area of ​​10 hectares. The aquaculture area continues to be maintained and developed, focusing on traditional fish species such as grass carp, bighead carp, silver carp, and common carp with an area of ​​93 hectares, with an annual output of more than 300 tons.

The industries and handicrafts remain stable with 3 garment establishments creating stable jobs for 20-30 regular workers concentrated in hamlets 17 and 2. The whole commune currently has 3 products that have met the 3-star OCOP standard of 3 establishments: Trung Lan ham, Duyen Dinh ham, Hong Phuc wine. Ms. Vu Van Duyen, owner of Duyen Dinh establishment in hamlet 13, said: "With the support of the commune in the application procedures, our family has registered to evaluate and classify OCOP products and at the same time improved the production processes to ensure that they meet the standards from raw materials to spices, the machinery used ensures clean products, quality, food safety, and good preservation".

Promoting the achieved results, in the second quarter of 2025, the Party Committee, People's Council, People's Committee of Xuan Giang commune directed and led the sectors, organizations and people to actively carry out the site clearance work of the Ninh Binh - Hai Phong expressway project to ensure the set schedule; promote the classification and treatment of waste at source. Encourage land accumulation to create conditions for businesses and individuals to invest in agricultural production, attract labor, and create high value in agricultural products. The commune strives to achieve the income value of 1 hectare of cultivated land by the end of 2025 to reach 115.1 million VND; Average income per capita to reach over 75 million VND/person/year. The rate of people purchasing health insurance reaches over 95%. Sustainably maintain the criteria for advanced new rural areas, with 20/23 hamlets meeting the criteria for model new rural residential areas.
