On December 9, according to Ho Chi Minh City Police, District 3 Police invited 8 people and some others involved in the act of "brokering" to issue and change driver's licenses and swap urine tests to avoid drug testing to their headquarters for questioning and handling according to the law.
Initial investigation, through information from the press, District 3 Police discovered a group of people organizing and instructing people on how to bypass authorities in the process of issuing and renewing driver's licenses.
These activities took place at the Driving License Examination Center of the Ho Chi Minh City Department of Transport (252 Ly Chinh Thang, Ward 9, District 3) and Clinic 136 - City Transport Hospital (136 Cach Mang Thang 8, Ward 10, District 3).
Two of the eight people were invited by the police to work.
Every day, this group approaches people who come to renew their driver's licenses and informs them that the center has stopped operating. They then accept applications for renewal at a cost of 1.3 million to 1.8 million VND, depending on the case. On average, the group processes 15 to 20 applications per day, illegally earning tens of millions of VND.
Notably, this group also provided tea bags for people who were likely to test positive for drugs to exchange urine samples. The police agency urgently searched many locations and seized many related evidences.
According to the authorities, this behavior not only causes damage to state management in the field of transportation but also changes test results. This leads to subjects illegally using drugs still being able to be granted driver's licenses, potentially causing traffic safety and threatening people's lives.
District 3 Police are consolidating documents and evidence to strictly handle related subjects according to the law. At the same time, the authorities are also reviewing the process of testing and issuing driving licenses to detect loopholes and inadequacies and recommend improvements.
