Land will be forcibly reclaimed.
Following the Prime Minister's directive, compensation and land clearance for the Quang Ngai-Hoai Nhon expressway must be completed before April 30th. However, many land clearance issues remain along the main route. The biggest obstacles are located in Nghia Hanh and Tu Nghia districts, especially in the area at the beginning of the route connecting to the Da Nang -Quang Ngai expressway in Nghia Ky commune.
The main route of the project still has many houses belonging to residents that have not yet been relocated.
Observations show that along the stretch from km0 to km1, houses are still densely packed, people are going about their normal lives, and there are not many signs indicating that this area is the main route of a national key construction project. A small number of residents who have agreed to hand over the land are in the process of dismantling their houses.
According to the assessment of Quang Ngai province, the compensation and land clearance work for the expressway passing through Tu Nghia district has not been satisfactory.
According to Nguyen Dang Vinh, Chairman of the People's Committee of Tu Nghia District, the reason is that the people have not yet agreed with the compensation amount. Specifically, there are still 38 households in the district that have not agreed (7 households built houses on agricultural land and no other residential land). Due to unclear legal basis and insufficient grounds for consideration and resolution according to regulations, the district must persistently persuade them to find common ground in order to resolve the issue step by step.
"The local authorities will persistently campaign and focus on resolving these cases in the spirit of tackling difficulties wherever they arise. In cases where the highest compensation rates have been applied but the residents still refuse to comply, we will proceed with protecting the construction site," Mr. Vinh said.
As of April 30th, Quang Ngai province has completed land clearance for 489 out of 494 hectares, reaching 99% of the total planned area. Currently, there are still 59 households/4.94 hectares that have not yet handed over land for the main route.
According to Le Thang, Director of Project Management Board 2, the project's construction progress in Quang Ngai has reached approximately 22%, lagging behind schedule. The reasons include land acquisition issues and limited material supply. Regarding land acquisition, the remaining percentage is very small, but the obstacles are widespread, with 44 points hindered by trees and houses, and 33 points hindered by unremoved infrastructure.
Director of Project Management Board 2, Le Thang, requested that Quang Ngai province promptly resolve difficulties regarding land acquisition, especially at critical points, to ensure land availability for the contractor to begin construction.
"Many bottlenecks are located at critical points in the project's progress, such as bridges and culverts, which need to be resolved soon. Contractors are taking advantage of favorable weather to accelerate construction, but with the current site conditions, it is very difficult to increase output. The rainy season will make it even more difficult, while there is not much time left to complete the project. I hope Quang Ngai province will focus on resolving land issues as directed by the Prime Minister," Mr. Thang suggested.
At a meeting with relevant parties on May 7th to discuss solutions to resolve land-related issues, the Vice Chairman of the Quang Ngai Provincial People's Committee, Tran Phuoc Hien, requested relevant agencies and units to clarify the causes and propose solutions.
With 1% of the area along the entire route still unfinished, local authorities must review each case and resolve them satisfactorily in accordance with the law. All obstacles must be reported specifically and promptly so that the Provincial People's Committee can direct the resolution in line with the central government's directives. If the people continue to disagree, coercive measures and land reclamation will be carried out.
"Before enforcing the eviction, hold a public meeting and invite media outlets to widely disseminate information to create consensus and high levels of unity. More than anyone else, the relevant agencies must uphold a high sense of responsibility and coordinate closely to address each task. Focus on the obstacles that affect the critical path of progress," Mr. Hien noted.
Resolve material quarrying issues completely by May.
Regarding the quarries, the contractor's representative stated that so far, Quang Ngai province has only licensed the exploitation of 7 out of 10 soil quarries, but in reality, only 4 quarries are currently being exploited: Me Son, Nui Thi 1, Nui Thi 2, and Doi Doc Cao, with a total reserve of approximately 2.93 million m3.
Vice Chairman of the Quang Ngai Provincial People's Committee Tran Phuoc Hien requested the enforcement of land reclamation for the main route.
For the three unexploited soil quarries of Truông Ổi, Bren, and Đồi Dốc Cộ, the total reserves are approximately 2.39 million m3. Therefore, to meet the embankment material needs of the project, an additional 2.2 million m3 is required.
Meanwhile, the Truong Oi quarry, with an estimated reserve of approximately 1 million cubic meters, is located in Nghia Ky commune. For over a year, the contractor has been unable to begin operations due to a lack of agreement with local residents regarding compensation and land clearance, thus preventing exploitation.
Currently, the contractor has added a soil quarry in Van Xuan Hamlet (Nghia Hanh District) with a reserve of approximately 530,000 m3, which has already passed the reserve approval and environmental impact assessment report stage. In addition, five new soil quarries with a reserve of approximately 2.4 million m3 have been added, including: Nui Thi 4, Nui Cam Ong Thi, Nui Da Ke, Nui Be, and reclaimed soil at the An Son Industrial Cluster, to serve the construction of package XL1.
Meanwhile, the total sand requirement for the project is 1.3 million cubic meters. To date, Quang Ngai province has only licensed the exploitation of 3 out of 5 sand mines, and there is still a shortage of approximately 400,000 cubic meters.
Representatives from Project Management Board 2 stated that contractors granted mining licenses have reported numerous difficulties, particularly regarding compensation for trees and crops on the land and agreements on transportation routes from the mine to the construction site.
The mining licensing process is lengthy, affecting mining operations. Contracting for land clearance with local specialized units is also difficult due to these units being overloaded with work.
"To ensure the supply of construction materials for the project, the Board will direct the contractor to coordinate with relevant agencies in Quang Ngai to resolve obstacles related to material quarries. However, during the implementation process, we hope that Quang Ngai province will provide support so that material quarries can be put into operation early to better serve the roadbed construction, especially the initial section," said a representative of Board 2.
Quang Ngai province announced that it will resolve all outstanding issues to allow the quarries supplying materials to contractors to begin operations in May.
Vice Chairman of the Quang Ngai Provincial People's Committee Tran Phuoc Hien affirmed: Quang Ngai does not lack expensive land for project construction; the problem lies in the fact that many stages and locations, from contractors and investors to provincial agencies, have not been thorough enough or determined enough, leading to "bottlenecks".
The province will direct specialized agencies such as the Department of Natural Resources and Environment, the Department of Construction, and local authorities to get involved. This will focus on guiding the construction contractor in developing a plan to support crop damage during the mining period, for approval and implementation, in order to ensure the supply of construction materials for the project.
"For the licensed mines, we request that the contractors coordinate with local authorities to resolve any issues and bring the mines into operation. This May, the province will license all remaining soil and sand mines so that contractors can begin exploitation to serve the project's construction," Mr. Hien said.
