"Eliminate" villages and hamlets without party cells

Before 2016, the task of "erasing" the white party membership was an extremely difficult one for the Party Committee of Muong Cha district. At the beginning of the 2015 - 2020 term, the district still had 6 villages: Nam Cang 1, Nam Cang 2, Nam Pien, Huoi Diet (Muong Tung commune); Huoi It (Huoi Mi commune); Huoi Ha (Na Sang commune) without party members. With the determination of the entire political system, especially after concretizing the specialized Resolution No. 04-NQ/TU, dated May 23, 2016 of the Provincial Party Executive Committee on "Strengthening the construction, consolidation, and improvement of the quality of Party cell activities and developing Party members and Party organizations at the grassroots level under communes, towns, agencies and units without Party members or Party cells, period 2016 - 2020", 100% of the villages in the district have Party members.

Mr. Hoang Van Nguyen, Head of the Organizing Committee of Muong Cha District Party Committee, said: To reach the right destination on the roadmap of "erasing" villages without party members, Muong Cha Party Committee actively innovated, improved the quality of party cell activities, increased direct dialogue with the people, and effectively assigned party members who are commune officials to attend party cell activities. Linking the work of "erasing" villages without party members and developing new party members with studying and following Ho Chi Minh's ideology, morality, and style... From those specific programs and actions, the district Party Committee has implemented the roadmap of "erasing" villages without party members smoothly and quickly.

In the 2020 - 2025 term, the Provincial Party Committee continues to set the goal of having no more villages or hamlets without Party cells or combined Party cells by the end of 2025 in the districts of Muong Cha, Muong Nhe, Nam Po, Muong Ang, and Dien Bien Dong. To achieve this goal, although only halfway through the term, localities are showing great efforts and determination. A typical example is Muong Nhe district. This is one of the localities with many villages and hamlets without Party cells in 2021. However, with the determination of the entire political system, in March 2023, Muong Nhe district took the lead in reaching the finish line, with no more villages or hamlets without Party cells.

Mr. Ta Van Son, Head of the Organizing Committee of Muong Nhe District Party Committee, said: Implementing the Resolution of the District Party Committee on improving the leadership capacity and fighting strength of grassroots party organizations, consolidating the political system in the period of 2021 - 2025, every year the district reviews each village and each household in detail, evaluates, considers, and assigns specific tasks to each Party Committee and Party member in the commune and village; the district also assigns comrades in the Standing Committee of the District Party Committee and the District Party Committee to be in charge of each locality to discover sources of the masses to actively nurture, help, and create conditions for the masses to strive, thereby considering admission to the Party. For border villages and especially difficult villages in communes such as Pa My, Huoi Lech, Chung Chai, Sen Thuong, etc., the district has applied many solutions, such as: Bringing party members from the armed forces, teachers, and medical staff into the commune, participating in activities with the village, combining villages with 1-2 party members into combined party cells, etc. Thanks to that, the source of new party members in Muong Nhe district is increasing day by day. With appropriate and flexible methods, in March 2023, Huoi Khon 2 village (Nam Ke commune) - the last village out of 115 villages in Muong Nhe district had an independent party cell.

The success in “eliminating” villages and hamlets without Party cells and combined Party cells of Muong Nhe District Party Committee is truly a remarkable start in the roadmap and plan set out by the Provincial Party Committee. Up to now, there are 4 districts, including: Muong Cha, Muong Ang, Nam Po and Dien Bien Dong, which are still having village and hamlet Party cells that are having to combine activities. To achieve this goal, based on Resolution 04-NQ/TU dated May 7, 2021 of the Provincial Party Committee on improving the leadership capacity and fighting strength of grassroots party organizations, contributing to strengthening the political system at the grassroots level in the period of 2021 - 2025, the province also developed a "Project on developing party organizations and party members to contribute to building and strengthening the political system in extremely disadvantaged communes and border communes of Dien Bien province in the period of 2023 - 2025, with a vision to 2030". In which, by the end of 2025, 100% of villages and hamlets strive to have independent party cells.
