To promote the development of personal electric vehicles, regulatory agencies need to research and develop a roadmap for electric vehicle development with a clear vision and objectives, particularly by providing financial incentives for the production, ownership, and use of electric vehicles; and policies to promote the development of battery swapping systems. Simultaneously, a comprehensive system of regulations and standards related to electric vehicles should be established, applying mandatory fuel consumption standards for cars and motorcycles. Specifically, the roadmap from now until 2030 must promote the production, assembly, import, and conversion to electric road vehicles; and develop charging infrastructure to meet the needs of people and businesses. By 2040, the production, assembly, and import of cars, motorcycles, and scooters using fossil fuels should be restricted and eventually stopped for domestic use. After 2050, 100% of road vehicles and construction vehicles participating in traffic will be converted to using electricity and green energy; all bus stations and rest stops will meet green criteria; and all machinery and equipment used for loading and unloading using fossil fuels will be converted to using electricity and green energy…
