On the morning of December 24, comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee visited and worked in Hoang Hoa district on the implementation of the Resolution of the 27th District Party Congress, term 2020-2025.

Hoang Hoa district's economic scale ranks 4th in the province.
Reporting to Provincial Party Secretary Nguyen Doan Anh and the working delegation, District Party Secretary Le Xuan Thu stated: From the beginning of the 2020-2025 term up to now, in the context of many difficulties and challenges, but with the high political determination of all levels and sectors; the joint efforts and consensus of all classes of people, the socio-economic situation, national defense - security, party building work and the political system of the district have achieved positive results.
Of the 30 targets set by the Resolution of the 27th District Party Congress, 28 targets are expected to be achieved and exceeded. The growth rate of production value in the 2020-2025 period is estimated at 7.02%. In 2024 alone: The growth rate of production value is estimated at 9.53%, the economic scale ranks 4th in the province. The value of agricultural, forestry and fishery production is estimated at 2,538 billion VND, 1.21 times higher than in 2020. Food output is estimated at nearly 94.2 thousand tons, equal to 100.2% of the plan. The value of industrial and construction production is estimated at VND 8,470 billion, 1.25 times higher than in 2020. The value of service and trade production is estimated at VND 3,679 billion, 1.4 times higher than in 2020. The total number of tourists is estimated at 2 million, 20 times higher than in 2020.

The New Rural Program and the One Commune One Product (OCOP) Program have achieved outstanding results. Up to now, the whole district has 6 communes meeting the model NTM standards, 12 communes meeting the advanced NTM standards; 98 villages and 8 residential groups meeting the model NTM standards; there are 45 OCOP products with 3 stars or more. The socio-economic infrastructure has been strengthened; many traffic works, irrigation works, schools, etc. have been invested in upgrading and renovating, creating a driving force to promote socio-economic development. The investment and business environment has been improved; the DDCI district-level competitiveness index in 2023 ranked first in the province. Many large investors have been attracted to develop industrial, urban and tourism infrastructure such as: WHA Group (Thailand), Nam Ich Group (Hong Kong), Flamingo Group, etc.
Culture and society have made progress; education and training have received attention, with 100% of national standard schools. Social security has been ensured, with per capita income reaching 72 million VND, ranking 5th in the province, 1.48 times higher than in 2020. Political security and social order and safety have been maintained. The work of building and rectifying the Party and the political system has achieved important results; in the period of 2021 - 2024, 1,081 Party members were admitted.

Specify the limitations that need to be overcome
Speaking at the working session, the Standing Vice Chairman of the Provincial People's Council and the Vice Chairman of the Provincial People's Committee along with members of the delegation said that although Hoang Hoa has achieved many encouraging results, there are still some limitations that need to be overcome such as: illegal construction, illegal construction, violations, and repeated violations of encroachment on roadsides and traffic safety corridors still occur; some construction projects are still slow, and the resolution of difficulties and problems of the projects, especially in site clearance, is not timely. State management of land, natural resources, and environment still has many difficulties and problems, some communes still allow illegal construction on agricultural land, but the detection and handling are not resolute; the issuance of first-time land use right certificates to citizens is still slow; site clearance in some projects and communes has not met the set requirements.

Although tourism activities have developed rapidly, there are still many shortcomings in management; types of tourism services are not diverse... The leadership capacity of some grassroots party organizations, direction, management and operation of some commune and town authorities are not resolute, effectiveness and efficiency are not high, and cadres, civil servants and public employees are slow in handling work.

Concluding the meeting, Provincial Party Secretary Nguyen Doan Anh highly appreciated the results achieved in implementing the Resolution of the 27th District Party Congress, term 2020-2025. At the same time, he stated: Hoang Hoa is a land of "spiritual land and talented people", with a tradition of patriotism and studiousness. The homeland of many famous people, talented intellectuals, civil and military officials who have made many contributions to the homeland and the country... The district is located in the center of the coastal plain, with a convenient transportation system, connecting with Thanh Hoa city and the economic development driving forces of the province.
In recent years, the district has been among the leading districts in terms of socio-economic development in the province. However, through the opinions of leaders and leaders of provincial departments and branches, it is shown that Hoang Hoa still has limitations and weaknesses that affect the development of the district, in which, economic growth is not sustainable, not commensurate with the potential and advantages of the district...

Regarding the tasks in the coming time, Provincial Party Secretary Nguyen Doan Anh emphasized: The remaining time of the 2020-2025 term is not much, the remaining tasks are very heavy; therefore, the Party committees at all levels, the government, the Fatherland Front, organizations and people of Hoang Hoa district need to be truly united, continue to make more efforts, set out tasks and breakthrough solutions to soon complete the goal by 2030, building and developing Hoang Hoa into a town.
To achieve the set goals, Provincial Party Secretary Nguyen Doan Anh suggested that the Standing Committee, the Party Executive Committee, the Party Committee, the government, the army and the people of Hoang Hoa district urgently disseminate and concretize Resolution No. 18-NQ/TU dated December 5, 2024 of the Provincial Party Executive Committee on the direction and tasks for 2025, creating unity in awareness and action throughout the district Party Committee, determined to strive to excellently complete the assigned tasks.

Directing the dissemination and thorough preparation of conditions for the successful organization of Party Congresses at all levels and the 28th District Party Congress for the 2025-2030 term. First of all, it is necessary to closely follow the regulations and directions of the Central and the province to resolutely and promptly implement the arrangement and streamlining of the apparatus for effective and efficient operation in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee, in accordance with the practical situation of the district. Pay attention to promptly resolving the regimes and policies for cadres, civil servants and public employees after the arrangement in accordance with regulations.
