Continuation of the Party's consistent viewpoint
According to Associate Professor, Dr. Nguyen Thi Bao (Institute of State and Law, Ho Chi Minh National Academy of Politics), the General Secretary's viewpoint on promoting Party nature in building a rule-of-law state is a continuation of the Party's consistent viewpoint since the country's founding; especially since 1994, when the Party first used the term "rule-of-law state" and officially included it in the documents of the 7th National Congress of Delegates on building a "truly rule-of-law state of the people, by the people and for the people". Accordingly, if the model of the Socialist State of Vietnam is to ensure socialist orientation and not deviate from the path, the legislative process must comply with Party nature.
The Party's character is expressed in building a rule-of-law state by creating a state based on the rule of law, all activities of agencies and organizations in the state system as well as all citizen behaviors, especially the leadership role of the Party, are not above the law.
"Ensuring Party character means thoroughly understanding the Party's guiding viewpoints, the goal of building a rule-of-law state must aim towards democracy, ensuring the rights first and foremost, and ultimately the interests of the people. At the same time, ensuring that Vietnam operates and manages the state on the basis of law to expand international cooperation and properly implement the Party's guiding direction of building and perfecting a rule-of-law state to serve the country's sustainable development", Associate Professor, Dr. Nguyen Thi Bao analyzed.
According to Ms. Nguyen Thi Bao, the Party spirit mentioned in the General Secretary's article is also a solution to ensure that we build and develop the country in the new era; make the most of and promote the strength of the nation and the strength of the times. This is reflected in the legal system that must be perfected, without any "bottlenecks" or "knots", thereby creating a democratic atmosphere and maximizing the strength and resources of the people so that the people can unite, strive, and fully enjoy the rights of the people to know, discuss, do, inspect and benefit.
Rule of law state serves people's lives

"Our Party has a very good proposition: apart from the interests of the nation, the people, our Party has no other interests. Therefore, the Party's character here is in building and implementing the law of the rule of law State, it must reflect the will and interests of citizens, of the community of ethnic groups, or in other words, institutionalize the Party's ideals, the relationship between the Party and the people in the law, and at the same time not be dominated, corrupted, or swayed by different forces in the process of making and implementing the law", Professor, Doctor of Science Phan Xuan Son explained.
According to Professor, Doctor of Science Phan Xuan Son, in order for the law to be respected and reflect the aspirations and common interests of the people, Party members who are trusted by the Party and elected by the people as National Assembly deputies, Party members who are officials directly implementing the institutions must always attach themselves to life... When a complete and coherent legal system is built, social life and people's lives will improve and the people's interests will truly be linked to the Party's interests and the Party clearly fights and strives for the people's interests...
According to Mr. Phan Xuan Son, he is satisfied with the issues that the General Secretary emphasized in the article: Building a streamlined, lightweight, effective and efficient apparatus; building a team of cadres with the capacity to enforce the law of the rule of law state, and at the same time guiding and setting an example for the people to enforce the law.
"To promote the effectiveness of state management of society by law in the Socialist Republic of Vietnam, it is necessary to strengthen two factors at the same time: moral governance and legal governance.
